Right to Education Act and Indore

Indore has curious distinction of being a semi developed city in largely undeveloped MP.
How can we make DAVV like DU or Indore schools both government private comparable to their counterparts in other part of India..
Here are my twon cents after having spent years in some of the best educational institutes of nation

1. Schools which are started in central areas of city ( define by land guideline) should be exempted from 1-2 acre land requirement or sports ground or independent building thing. Because of this all new schools have to go to outside city with large commuting time for children.
There are very fine govt and few private schools (like Marwadi girls) which are operating inside city without much sports space successfully. All such schools can make use of nearby public parks or government school grounds for sports In turn such schools may be asked to take 50% kids from their neighborhood (3 km radius) only.
This will promote neighborhood school concept Today all new schools belong to land sharks or industry groups, a retired teacher or young IT professional who wants to start a school can't do so due to huge capital requirement in land and building. This kind of initiative will let schools function from rented floors in high rise commercial apartments thus

1. improving utilization of space in heart of city
2. driving down fees charged by private schools
3. giving option of putting their kids in neighborhood schools to lot of working parents



2. Since most of government schools in city are now under IMC, they should focus on improving their quality by resource generation. Schools like on MG road ( in front of Shrikrishna), Bal Vinay Mandir ( in front of GSITS ) and Vivekanda school on Palasia should be developed on PPP model. Keeping the school ground intact , build multi story commercial apartment whose upper floors will be for school and lower can be rented. Just like toll road private developer who foots the cost shares revenue with school for 10 or 20 years, after which school management committee gets full control.
School management committee to consist of local Councillor, and all retired principals of govt school and colleges living in the same ward to which school belongs. Aim to develop at least one school in each ward on this line


3. Allow evening colleges and courses by DAVV which can be run in schools whose premises lie idle in evening

4. Just like Indo German tool room, identify foreign nations with expertise in textile , leather, gems and jewellery and other such locally relevant industries and encourage them to open industrial training centers

5. Encourage companies in Pithappur to run an internship scheme where they take students after their class 10 for 3 year volitional training with stipend . Ask board of secondary education to recongnise such programmes

6. Encourage NGOS and industry bodies to take full benefit of national skill development mission and conduct as many training courses ( with emphasis on certifications) for tribal youth from colleges in cities and town surrounding Indore

7. Encourage private company employees and college youth to contribute some hours teaching in slums and government schools to improve quality there. For traffic violations - institute system of community service - where offender (if he or she is a student ) has to go and help teachers and staff in govt schools

8. Ask students in GSITS to make and maintain a portal where teachers of govt schools can post their requirements in terms of educational aids ( books, reference material, lab equipments, sports and music goods ) and people can look at them and donate online

9. Open hostels for tribal girls at least one each in each corner of city for them to avail benefit of school and college education in Indore city and ask philanthropic organizations to sponsor them

I have been writing on it but seems doctors in Indore know too many secrets of MP govt as it is mortally afraid of touching them even with a barged pole

the same site list number of houses as more than 3 lakhs and number of water connections as more than a lakh but number of shops as only 4000.

There are some prominent markets of city which have shops in single digit

e.g.

gopal mandir - huge hosiery market near rajbada - 20 shops only
jawahar marg - there are 8-10 entries of markets total shops are close to 25
malhar ganj market - 14 shops
old palasi - there are 3-4 market total 40 odd shops
siaganj - 2 shops
56 dukan - 1
martand chowk - 1

there are many multiple entries due to entry being in hindi and english or differnet spellings...

this is the status of IMC, how can they be expected to collect money when database itself is wrong

it means all officials in revenue department are making huge money which is nothing but a tax loss to city

Business and service ideas for Indore

Delhi is having MCD elections and people are coming with all sorts of fantastic proposals. I thought why not jot down my thoughts on what can be done in Indore (realistically) to change things economically, socially and culturally...


1. Reserve half posts of driver, conductors in buses, auto rickshaw drivers, mall attendants, security guards and petrol pump attendants for women
Benefit : Better , efficient, courteous labor force with less absenteeism, low cost. Crimes will reduce and general law and order will improve apart from empowerment of women.
Inducement : Municipality could give exemption in property tax to such places


2. a portal "indore roads" - it should have
- maps with 1 mtr resolution of all of indore
- should have database on raod coordinates, width, start, end, construction history, address and name of contractor and approving enginer
- a citizen forum where they can submit info about cracks/ potholes in roads on real time basis which are to be acted upon
- another forum where citizens can give advice on which area needs new roads etc
- a forum for retired officials and contractors to give suggestions and voice their grievances
- all bills of contractors and drawings by engineers to be uploaded ( to make portal light these would be e mailed on getting a request from a user)
- citizen can upload pics of roads to buttress their points
- authorities need to share their plans for road construction for at least next 3 years so that issues such as one department coming and digging road after other has made it does not happen
- a call center for logging citizen complains regarding roads
-Involve students of engineering and management for maintaining database. Tie up with universities and schools to count hours worked towards this for their internal assessment


3. Instead of trucks of single agency going all the way to trenching ground. Create four trenching grounds in different parts of city and four collection centers. Give contracts ward wise ( to create an element of comparison and competition) to different vendors for picking up solid waste.
All ward committees ( comprising of Councillor, ex Councillor, ex MLA MP living in area, govt college principals living in area ) can award contract as per their need under constraints set by municipal council and can decide on rates, segregation ad frequency
Zonal offices which do not do any work otherwise will provide support for this to wards under them
All vehicles to be fitted with GPS and IMC not to procure any vehicles but their rental to be built up in cost of contract.
Evaluation by people of the ward at year end to decide to continue with the same vendor or change


4. for street lights - compliance in paying property tax and electricity bill to be guiding parameter.
A portal and call center for same to resolve all complainants within 24 hours
USE of CFL to earn carbon credits
Market associations can be asked to sponsor extra lights if they want in their area
engineering students and professionals of city and companies like this can be asked to develop intelligent solutions for need based stree lights


5. traffic police to be brought under city government from state and vehicle license renewal fee collection and use to be assigned to it to maintain traffic police.
All roadside "fine levying" to be stopped. Only vehicle numbers to be noted /pic taken with hand held device and vehicle owner to come to traffic station later or pay up online.
a helpline for same where people can choose slot as per their convenience but before a due date
cameras at all thoroughfares (with the help of local traders) and their feeds (traffic related) fed into a portal on realtime basis and accessible ot FM radio channels
Schools to act stridently against underage driving
for minor driving violations community service ranging from 10 to 100 hours - work in govt office, school, library, orphanage etc.
As this is more a community initiative all students of humanities, BA , BCom to be made part of this and paid a honorarium out of fines collected

So now studies show that after losing 300-400 tigers in last year MP govt has achieved 3yrs conviction for two people



I have been writing about loss of tiger in MP

and how money meant for wildlife preservation is wasted or siphoned away

even tiger who live in zoo are killed by modern day kings and princes (MPs & MLAs)


result of all this has been that MP is no longer the tiger state

If poaching and encroachment was not enough now illegal mining has emerged as a new danger

Poor Speaker of Madhya Pradesh Assembly

his affidavit is full of contradictions and very close to be unbelievable

लगभग तीन दशक से राजनीति में सक्रिय रोहाणी ने विधानसभा चुनाव के लिए अपना जो अंतिम संपत्ति के ब्यौरे का शपथपत्र दिया है उस पर विश्वास किया जाए तो रोहाणी प्रदेश के अति गरीब राजनेताओं में सुमार किये जा सकते हैं।

आइये चुनाव आयोग की वेबसाइट खोलते हैं और रोहाणी के 3 नवंबर 2008 को दिये शपथपत्र पर नजर डालते हैं। शपथपत्र में रोहाणी का कहना है कि तीस साल की राजनीति में उन्होंने इतना भी नहीं कमाया कि वे अपना घर बना सकें। घर बनाने के लिए उन्होंने अपने बेटे अशोक रोहाणी से 6 लाख 46 हजार 607 रुपए उधार लिए हैं। यह बात दूसरी है कि इसी शपथपत्र में उन्होंने बताया कि उन्होंने अपनी कमाई में से 1.44 लाख रुपए परिजनों को ऋण दिया है। यह ऋण किस परिजन को दिया है इसका उल्लेख नहीं है। उनकी पत्नी ने भी अपने बेटे अशोक रोहाणी को 2.41 लाख रुपए का कर्जा दे रखा है।

हम रोहाणी को यूं ही गरीब राजनेता नहीं कह रहे। ऐसे समय में जबकि राजनेताओं के पास करोड़ों वैध अवैध संपत्ति है तब रोहाणी के शपथपत्र को देखकर लगता है कि उनसे ज्यादा सम्पत्ति तो मध्यप्रदेश के किसी क्लर्क की नौकरी करने वाले के पास होगी। रोहाणी ने ब्योरे में लिखा है कि उनके और उनकी पत्नी के पास मात्र 5-5 हजार रुपए नगद हैं। बैंक के सभी खातों को मिलाकर रोहाणी के पास 29 हजार 449 और पत्नी के पास मात्र 1279 रुपए हैं। गहनों के बात की जाए तो रोहाणी के पास मात्र 27 हजार रुपए का 22 ग्राम सोना और पत्नी के पास 3 लाख 20 हजार रुपए का 226 ग्राम सोना है। रोहाणी दंपत्ति पर कोई वाहन नहीं है लेकिन वे 60 हजार रुपए की रिवाल्वर रखते हैं। रोहाणी दंपत्ति के पास कृषि अथवा गैरकृषि के नाम पर एक इंच जमीन नहीं है। अपने मकान और ऋण के बारे में उन्होंने अलग से ब्योरा दिया है जो वेबसाइट पर नहीं है।

रोहाणी मध्यप्रदेश की सम्मानित विधानसभा के अतिसम्मानित अध्यक्ष हैं और उनके शपथपत्र पर किसी प्रकार का शक नहीं किया जाना चाहिए। मीडिया के जो लोग उनके खिलाफ मुहिम चला रहे हैं उन्हें प्रमाणित करना चाहिए कि शपथपत्र से हटकर रोहाणी के पास क्या है? यह बात दूसरी है कि अपने शपथपत्र में रोहाणी ने स्वीकार किया है कि उनके ऊपर धोखाधड़ी और जालसाजी जैसी धाराओं के तहत मुकद्दमे दर्ज किये गए हैं और दोनों मुकद्दमों में हाईकोर्ट से उन्हें स्थगन मिला हुआ है।
