Piplyahan regional park : administrative flight

IDA splurged boom time money to convert a forest patch to a cemented garden and surprise surprise who will maintain it? ICSTL

Indore city bus company will maintain garden. I think it is a legally incorporated company. Have they even mentioned this in its articles of association or memorandum of association. Is not maintaining garden responsibility of municipal council? Last year they had done this 1000 garden tamasha, Now when they are getting full fledged garden why shy away from its maintenance?

National Solar mission

Madhya pradehs misses bus here as well

this is list of first set of projects announced.
No one is from Madhya Pradesh.

Despite tall claims of attracting investment and all these summits one wonders what mandarins sitting in vallabh bhavan are doing to take benefit of new government schemes like this.

Something about solar mission

• The National Solar Mission will be implemented in 3 stages leading to an installed capacity of 20,000 MW of grid power, 2,000 MW of off-grid solar applications and 20 million sq. m. solar thermal collector area and solar lighting for 20 million households by the end of the 13th Five Year Plan in 2022.
• The immediate aim of the Mission is to focus on setting up an enabling environment for solar technology penetration in the country both at centralized and decentralized levels.
• Apart from feeding 1,000 MW of solar power (solar thermal and photovoltaic) to the grid, the first phase (up to March 2013) will focus on promoting 200 MW capacity of off-grid solar energy applications to meet/supplement power, heating and cooling energy requirements and promoting 100 MW capacity of tail end and other small grid connected solar power plants.

Ladli beti in Shivraj

A minor Dalit girl was allegedly gangraped and the incident filmed on a cellphone by six youths, including the sons of a Deputy Collector and a head constable in Mandla. The incident came to light after the MMS, named “localwali”, was circulated in the tribal-dominated town of Madhya Pradesh.

“The rapists were very cruel and committed all sorts of indecent acts,” said sub-divisional police officer Santosh Mahto.

The video was shot in broad daylight in Mohantola jungle in Mandla more than six months ago. The victim was a little over 13 then. Mahto said the youths had taken turns to shoot separate clips.

Three of the accused — Sandeep Ahirwar, the 21-year-old son of a head constable, Satyendra Jharia, 19, and Surendra Nanda, 19 — were arrested yesterday.

Omprakash Pradhan, whose father is posted as the Deputy Collector in Mandla, was in Jabalpur at the time of the arrests and managed to escape. Abhishek Tiwari and Gopal Sarthi, the other two accused, are also at large.

The victim, a resident of a village 20 km from the town, used to often visit Mandla with her uncle. She had become friendly with one of the youths. On one such trip to Mandla, two of the accused offered her a ride on a motorcycle. The girl was taken to Abhishek Tiwari’s house where she was raped.

The next morning, she was taken to Mohantola jungle — about two kilometres from the Mandla police station where Ahirwar’s father is posted — where the others raped her and filmed the incident on a cellphone. One of the accused owns a mobile phone shop.

Mahto said the police identified the victim from the MMS clip. When they reached the victim’s home they found that her parents, who work as labourers, were aware of the crime. Their neighbours had reportedly advised them to keep quiet as the accused included sons of a government officer and a policeman.

The police have booked the six under various sections of the IPC, the SC/ST (Prevention of Atrocities) Act, the Information Technology Act.

History of LAN at my Alma mater

Dedicated to the spirit of IIT-Kgp, and it's LAN...

Ask any Kgpian you may know, about the significance of LAN in his/her life... maggu or non-maggu, gult or non-gult, dude or non-dude, bong or non-bong, juice or non-juice, fresher or senior (or even super senior for that matter), batti or ghaasi, chhagi or nehli, makhau or studd, Patelian or RKite... no one, absolutely no one can deny that their lives would have been very different if not for LAN.

The STD Age(2001-2002):

Very few people had computers at this time. The trend was to rent a CD/video from tech market for Rs.10 and watch it in the TV room. Most people used to go to STD booths on a weekly basis to talk to their families or on daily basis if you had more than just family to talk to! ;)

The hostel phone was always a zone of activity. There would be guys making fun of the others talking to their bandis on the phone, or the guy on the phone asking the other fellow to hush-up the swear words because his mom could hear him. I even remember people running to the phone booths when they heard they got a call from an IIM.

It was around the mid-semesters of Spring 2002 that everything in KGP was about to change. HCL had provided the students with the subsidized computers. Obviously, the guys screwed up their mid-sems. Then by end-semesters of Spring 2002, the institute provided them with an amazing gift of LAN. They screwed up their end-sems too.

The Shareaza Age(2002-2003)

By the time we entered KGP (after summer), LAN was being used to its fullest. Shareaza was the most popular software then. It allowed multiple user download and even then getting 1MBps was considered good. There was no share limit and people didn’t bother to share. Sharescan was another popular choice. But even then, KGP was still wasting most of its time playing cards (LAN was going to kill that soon).

Yahoo Messenger was the favourite IM amongst the masses, while Yahoo/Rediff/Indiatimes/Sify were the most used email services.

SERVER™ hosted the only CounterStrike server in the insti and it was rampantly popular.

A prized few had Cell phones. Only Reliance and BSNL were there to offer service. Reliance was costly and to get BSNL you would either have to wait for long or you needed to have the correct contacts in the BSNL office.

The Yahoo Age:(2003-2004)

Yahoo messenger was the backbone of communication in Kharagpur (Most SF and Kshitij work is still done using YahooGroups). The LAN did not have any Latest™ Offliner and Friends and Seinfeld were the funniest shows available. TV rooms were reserved for Cricket matches only. There is a Murphy’s Law associated with things on LAN – “All good things on LAN come during the mid-sems or the end-sems.”

During the mid-sems of Spring 2004, a new trend came up - SKYPE. But Skype did not have the mettle to dislodge Yahoo from its top position. Yahoo was so popular that people had two yahoo accounts because you could have only 100 friends on one account. I even know someone from my Hall who got married to his chat friend from abroad. Can You Beat That!! [ Trying my best :) --Shrey]

This was the last year Kgp has Direct Connection.

For a few days in the Spring Sem, TV was aired on the LAN using the TV-Tuner card. Various channels including the Saas-Bahu mega-thrillers were popular. (I remember watching the Oscars Live on my comp that year.) It was soon stopped when the people realized that it was eating too much bandwidth and moreover, it was illegal. :P

By the end of Spring 2004, something came up that would become an integral part of a KGPians life… ORKUT.

The best part about Orkut was (is) that it gave the guys something they badly needed – Hope. With Orkut spreading fast every KGPian had only one bubble floating over his head, “I never knew there were so many good girls out there.”

The DC++ Age:(2004-2005)

ORKUT grew to its full potential in the autumn of 2005. [The cynic in me refused to believe that Orkut could be of absolutely any use, and it wasn’t until 2 years later that I joined Orkut]

I remember I was spending my second yr summers at home when Hazro told me about the 'In-Thing' in Kgp. It was called DC++. Even today I don’t know what DC stands for, but the first time I heard about it I didn’t care at all because there was a 5 GB share limit which I wasn’t very happy to comply with and people were using both Shareaza and DC simultaneously. Pretty soon everyone shifted to DC and. Soon after that there was a Latest™ [and the sub-sections in latest were introduced soon after]. Unlike Shareaza, you could get kicked from DC for any reason. DC was controlled by the admin, who would be one of the quietest fellows in the real world but a real cat on DC.

When I was spending my December vacations of the third year at home someone from Kgp told me that Kgp was embroiled in some big-time controversy. It was this kaand that brought us and our LAN to national publicity for the first time ever.

The RaviRaj kaand [More popularly referred to as the DPS MMS case outside Kgp]. Kgp became notoriously famous overnight as a giant Hub of unlimited porn. It was an extremely embarrassing situation for every Kgpian. Most of them were at their homes when this news broke out. Everyone was asked by some parent or a nosy aunt or a distant friend, "Raviraj tera dost tha kya ??"

After this huge turmoil, when KGPians returned to college in January, explicit notices were put up everywhere and for a couple of days, DC++ was off too. Even uttering the word 'porn' was serious sacrilege. There was a rumor that someone somewhere is monitoring your computer. It was during this period that vast amounts of 'resources' were destroyed and people had turned into puritans, temporarily of course.

Then after a few days, no one knows how or from where, a term was coined, a term that would become as popular in the KGP lingo as ‘Bhaat’, 'peace' or even 'makhana'. This was the term 'Bhajan'. Slowly with time, people started sharing more bhajans on DC and soon life was happy as ever for the KGPian. This was the time when SERVER™, mkd, Nukem and MrMast ruled the Kingdom of LAN.

Later in this semester came along another craze. Google started Gmail. Gmail was then on a purely invitational basis and it was a privilege to have a Gmail account. It was the first e-mail service to offer 1GB of storage (to store all the junk fwds in the world).

The Google Age:(2005-2006)

As soon as people returned from the summers they were introduced to Gtalk which eventually changed the way KGPians chatted with each other. Gtalk was small, fast and people could use it as a phone too. Yahoo messenger was becoming a pain with every passing day. I remember I read a status message on a friend's YM, "Yahoo is History.. My Gtalk ID is ***"

Soon Gtalk became the norm. People started blogging quite often. All the hidden poets and journalists started off with a simple blog.

Soon Orkut and Blogger were integrated with the gmail account and the Kgpian had one password for all.

Nukem, Frosty, Nefilim, nullchar and ReligiousMonk ruled the Kingdom..

The New Age:(2006-07)

KGP's LAN had evolved at a tremendous pace and had reached saturation. Soon the LAN became bigger and better. DC++ had taught people to share more, so much so, that people had bought more hard disks to share stuff on LAN. There was a race to share more stuff on LAN. For the first time the total size shared stuff on DC++ had became more than 1 TB in Spring 2005.Today it has around 15-20 TB of stuff at any point of time.

Yahoo had INFACT become History.

The Current Age(2007 - Present day)

The evolution has continued to the present day, and faster than ever. Very soon, people started bringing over external hard disks to increase their share size, which resulted in some of them sharing over 1 TB individually (Yo garrett !!) A minimum sharesize of 8 GB was fixed, and DC++ saw over 50 TB being shared for the first time in Spring 2008, during the inaugral IPL session. The min.sharesize went from 8 GB to 16 GB, to 24 GB as of now. The average total share is around 60-70 TB nowadays, and over 97 TB has been touched, during the last India/NZ T-20 series. DC++ pundits expect to cross the magic figure of 100 TB during the oncoming IPL season. ]-[ELLFRAGGER, Garrett, ak_rulz and THE_DON are emperors of the LAN. DC++ also got its first ever female "VIP" recently.

LAN has started showing new colours, with useful stuff like eBooks, video lectures, good documentaries, funda files etc. So now we have LAN for the froost, LAN for the maggu, LAN for the nerd, LAN for the geek, LAN for the dude, and for pretty much everyone there is... If it exists, it's there on DC++.

Streaming TV from the common room is quite popular nowadays, with everyone enjoying the broadcast in their rooms. Even during key cricket matches, the common rooms can be seen empty except for the occasional fachcha waiting for his lappy to arrive. The number of TV series available and watched has exploded as well, which now include, besides Friends; How I Met Your Mother, Roadies, Prison break, The Big Bang Theory, Boston Legal, Coupling, Heroes, 24, Two-and-half Men, House, 8-Simple-Ways... etc. to name a few. Animés, and other cartoon series (I have surely managed to offend some people by comparing Animes to cartoons) are largely popular as well, with Naruto and Dragonball Z being the favorites, though I wonder why. A HUGE number of movies, from Mackenna's Gold to Mithun's Gunda, are available and watched with fervour.

A very recent development would be the new campus "radio", kNUTS, started by a handful of enthusiasts, which is streamed using an internal proxy, and slowly gaining listnership.

CS still remains the most popular timepass (Again, some people may be offended by me calling it a timepass), while AOE, NFS and FIFA are popular as well. Gaming freaks have come up with their own battle grounds by forming Cyber Leagues to find out the most HuHaa player of all.

Blackberries, iPhones, iPods have begun showing up (and disappearing as well)!!

Orkut looks ready to give way to facebook as the ultimate social networking website. Yahoo is completely out of the picture now, with most fests and societies switching over to Google Groups. Blogging is the rage, with more and more Kgpians joining the Blogosphere every day. Even fests and societies are realizing the importance of Blogs and consequently, of Bloggers, with some of them outsourcing the Chronicler's job to makeshift "Official" bloggers. Some students even maintain 2 or more blogs, and some go in for niche subjects like litt, tech, quizzing, art etc. Microblogging is also catching up, though most people wouldn't know what I'm talking about unless I actually mention twitter.

And how can I close on DC++ without mentioning the part everyone loves to hate, the MainChat. It is used as a platform to express opinions and vent frustaapa, while maintaining anonimity under nicks like toofan and jaanam_samjha_karo. I would have loved mentioning some of the topics discussed, but this is a family blog afterall... :)

The response to my previous entry has been overwhelming, and I've been flooded with "eagerly awaiting the next post..." messages, which goes on to show the kind-of "sento" people have for their beloved LAN. Recent rumours about the insti "taking control" of the LAN have especially heightened the sentiment. One only needs to read the History of Kgp's LAN once, all that it has went through in so few years, yet only growing stronger, to realize that it has become something more than just a network, something bigger than all of us, cause afterall, HiT Hi FiT Hai!! For us, it is as much of a "symbol" of the insti, as the insti tower or its Halls, the difference being that these remain static don't grow with time. We shall come and go, and LAN will continue to evolve and influence the lives of whole generations of Kgpians.

Yo Kgp... Yo LAN!!!

Dedicated to the spirit of IIT-Kgp, and it's LAN...

Chanderi weavers earn name and fame..

their work will be used in commonwealth games..

MP IFMIS : fishy dealing with TCS

A lament on state of Chhatisgarh folk music

from visfot an online hindi magazine..

Pension Scam in MP

See this news

I have wrote about it earlier here

When Kailashji goes scotfree with big pension scam, all small time leaders in smaller local bodies are encouraged to do their own little scams and this news points exactly to that.

foreign junkets of our CM

our CM went for a foreing junket a few days back...His choice of destination was strange

1. Europe - Europe is seeing its worst economic crisis after great depression and he went scouting for investments??

2. Srilanka - India Srilanka relations are at nadir and our CM goes to Srilanka.

Is not this a case of going for paid foreign trip along with his family ( children has school vacation) at taxpayer's expense??

Rive Side Corridor

One more millstone is being put around the neck of Indore public , in the same way as BRTS or Narmada water scheme has been.

Sample this news item from central chronicle

The Union Urban Welfare Ministry has sanctioned Rs 90 crore for the Indore River Side Corridor construction under Jawaharlal Nehru National Urban Renewal Mission. Cost of this project is Rs 284 crore. The remaining amount of Rs 194 crore will be borne by the Indore Municipal Corporation from its own resources.
Urban Administration and Development Minister Babulal Gaur during his Delhi visit had met Union Urban Welfare Minister Jaipal Reddy in this regard on Friday and had urged him to approve and sanction Rs 142 crore for the Indore Riverside Corridor Project. Gaur urged the Union Urban Welfare Ministry to sanction 50 per cent of the project cost under J N N U R M and under the provisions of the project. Union Urban Development Minister Reddy said that Rs 90 crore of Indore Municipal Corporation is with the department. Therefore, this much amount could be sanctioned. The Indore Municipal Corporation had also requested to sanction funds as per eligibility and had informed that it is ready to spend the remaining amount of Rs 194 crore from its own resources. The River Side Corridor Project is very important for Indore City. After sanctioning the amount it would be easy for the Indore Municipal Corporation to start the work of the Corridor project.
Gaur requested Reddy to sanction in future the remaining amount of 50 per cent of the cost of the project, Rs 52 crore. The Indore Municipal Corporation will start the work of the River Side Corridor Project with the sanctioned amount of Rs 90 crore.

1. 90 crore is not new allocation it is amount sanctioned already and lying with urban development ministry as implementation of projects is tardy here.

2. this is a classic case of top down approach. No environmental impact study has been done for project. Current traffic flow in city is west -east . this will be in transverse direction to it.
Moreover river flow is already constricted. Now it will be more. IMC itslef has made shops and so called Sanjay Setu alongwith river..what will happen to them?

3.Math is horribly wrong. at one place project cost is 284 crore if 90 crore is given now ,50% of rest 97 crore but Gaur has demanded only 50 crore for later work.

Corrupt and incompetent people at IMC will end up imposing new taxes on people if the project gets implemented.

Keechad main Kamal :

the pun fits so strong here

actually Kamal Patel can be a case study in current degeneration of Indian politics.

1. started from humble base. actually current crop of all BJP leaders in MP were small time workers at the time of Ramjanmbhoomi Andolan.

2.As soon as he become minister within a few days his son attacked apolitical rival with his friends.
now here case gets interesting as they say even friendship of wicked is harmful & Dugesh jat learned this hard way.
No one was hurt from side of congress leader but this chap who was friend of Kamal Patel's son got injured and died because they could not take him to hospital with bullet marks....

dude if you start something at least have guts to finish it off....

3.As a minister his tenure was inspiration less.

4.there is this news of encroaching on government property

5. comedy of errors start when he went to Jail after CBI inquired into what was an open and shut case. State police had effectively managed to stonewall any investigation into the case.

One could daily read news of him being taken to this hospital to that hospital for check up imaginary illness not to mention even mental disturbance one day.

Finally when he got into jail, all sorts of leaders of BJP kept on coming to pay their obeisance.

lest I forget he is one of those who started their 'public career' in RSS.

so much for probity in public life.
Rather than actual act of attack (it is a crime in itself) I find act of effectively sabotaging investigation for 3-4 years (which means police buckles under pressure easily) , his continuation in cabinet ( which means CM is a weakling) to the kind of drama he was able to create with the help of lawyers, doctors and local leaders of BJP.

His guilt is very obvious but all societal actors are oblivious to it. forget shunning him , they are actively working to help him by any hook or crook to get out of net and these are all respectable doctors, lawyers and leaders in society who can be seen talking about values and ethics on normal days.

so the proverbial 'keechad' or mud is actually our society bereft of any moral values.

Shivraj Singh Chouhan or Raaj Dwivedi

Question : name the person who can be seen on highest number of posters in the bhopal.

Shivraj singh Chouhan ? NO

Answer is Raaj Dwivedi....one of the highest rank holder JEE from MP (not including bhilai of good old united MP days) in recent memory.

His poster is all pose , waving victory sign, getting bumped by friends, speaking to media etc can be seen on all thoroughfares of Bhopal.

A heartening development indeed because

1.it will inspire many young people to pursue their dreams as it will result in recognition.
2.it show that when market is allowed to work freely real talent is recognised.

1. no girl can be seen in the victory posters..while they top merit list in all exams..are not they career oriented??

2. this much adulation can increase expectations unrealistically as now whole academic life at iit and afterward lies ahead. Many top ranker in JEE during my college days performed just average in academics and went on to pursue normal careers.

Ayodhya of Indore

some lazy journalist has coined this term and it had become a curse for the area.

1. riots - every riot ends in harming property and business here.result despite having large area on AB road and connected to dhar and pithampur as well this area has not seen real estate boom seen by other areas.

2. despite having some very early colonies of middle class once again no mall or multiplex has come up.

3. Local MLA and now his wife wins with margin of lakh vote . only other area in MP where this happens is babulal gaur in Bhopal and look what he does for development over there contrast this with this area - flyover which was being planned here has been put on cod storage

4. BRTS and ayodhya project has skirted the area

5. roads are being made by passing the area

and now this news about gambling dens. this whole case looks very suspicious from beginning.obviously politicians, bureaucrats and police knew about these gambling dens why they did not act till now and why are they acting now is beyond comprehension.

may be the fellow called their bluff or was not fulfilling their demand.

Shriman Swaraj Puri

i had written a blog post on dewas plant of ranbaxy facing some charges and had lamented about lax industrial standards in country and their poor compliance here

I had mentioned Mr Puri in passing and some well wisher/fan of him had jumped on me blaming for his defamation, though i proved myself right and he stopped commenting.

now old jines are coming out of bottle and more and more acts of omission and commission by the gentleman are being discussed in media

Burka in Indore & Bhopal

amidst all the news of burka ban in European countries we must talk about girls (seemingly modern) willingly wearing burka.

When i was a kid no girl in Indore covered her face walking on road. I did see some girls from bohra community donning colorful burkas but they never covered their faces. It was more a fashionable cloth with varied patterns and colors and textures.

by the time i was in high school scooty and other gear less vehicles had become popular for girls and weather was also becoming hotter progressively , so in hot summer afternoon one could see a few girls using their 'dupattas' or chunnis to cover the mouth. It was under acceptable limit and still you could recognize the person in question

but now it has become like we have full fledged burka culture
1. it is worn not only on two wheeler but even when they have alighted from it and are in a restaurant or park. clearly effort to hide
2. special clothing material large in size are used now
3. in all season and all times of day (even night) this is worn.
4. obviously it has question of identity in case of crime/ vehicle accidents
5. not to mention boys also use similar stuff, mostly it is case of dating right under nose of your acquaintances.

somewhere i read that burka can actually be liberating as the women who might not have ventured outside otherwise would be doing so now. can same thing be said about this fetish for covering face in Indore & Bhopal?
what is police doing about it?
women commission ? NGOs?

by the time all these authorities sleep let us wait for some major incident to happen because of this new find liberalism in our society.

Anil Dharkar on Bhopal

was planning to write a post on same but this one by Mr Dharkar echoes my thoughts

"The tragedy of Bhopal didn’t happen a second time with the court verdict: it happened at least 26 times, at each anniversary of the worst industrial accident in the world. There are very many points that strike you about this massive human tragedy. Here are some of them, in no particular order:

Complete Coverage
The Bhopal Gas Tragedy

* Depending on which newspaper you read or which television channel you tune in to, the death toll number has ranged from 15,000 to 20,000. There’s a 25% difference in those figures. If we don’t have a definite figure about deaths, how on earth was compensation paid to the kin of the victims? And if we aren’t even sure of the number of deaths, how very vague will be the much larger figure of those incapacitated by the gas leak!
* The tentativeness about these figures suggests either complete carelessness or utter callousness on the part of government authorities. It also suggests that those who were to be compensated did not get what they should have. May be others, not affected at all, were the false beneficiaries with the connivance of officials.
* Much attention has been focused on the then Union Carbide chief, Warren Anderson. One news channel in fact was enterprising enough to station its correspondent outside his home in the United States. Much was made about his ‘posh’ house, the ‘exclusive’ suburb it was located in and the stark contrast with the gas victims. That, to me, is missing the point. Anderson is entitled to his perks; after all, he was the head of a large corporation so that would be par for the course. The real question is: was he guilty of wrongdoing?
* The same TV channel did manage to get hold of mail exchanges between shop floor employees in the Bhopal Carbide plant and Anderson. They show quite clearly that there was concern amongst Indian engineers about the safety of the plant and that this was overruled by Anderson on grounds of economy. Was this evidence produced earlier? If it wasn’t, why wasn’t it? If it was, how did the courts not take it with the seriousness it deserved and make Anderson the chief accused?
* A general point that emerges from this should be of concern to all of us for the future: MNCs will outsource work to countries like India, especially if it is considered hazardous or polluting. Since outsourcing is also done to reduce costs, there will always be a tendency to cut corners, thus increasing the dangers many fold.

As was shown in Bhopal, the Indian engineer cannot overrule his Big Chief. So how does he ensure safety? By whistle blowing to the government factory inspector? What if the factory inspector has been paid off by higher-ranked executives to overlook irregularities?

* Why is there shock and so much hand-wringing at the verdict now? It’s clear that the prosecution (ie the state) framed its case on lesser charges. Under these, punishment could not exceed the two years now awarded by the court. If the court under justice Ahmadi refused the more serious charges to be brought, why didn’t the government appeal? It could have taken the matter to a division bench of the Supreme Court. Didn’t the law ministry think this case big enough to merit its utmost attention?
* If the government has come out badly from this, the courts have come off even worse. Why did it take 26 long years for the case to be decided? A case of this magnitude — in fact, the most serious case of human negligence ever to come to court — was treated routinely and kept on the back-burner all these years. Yet courts have been known to fast-track some cases deemed to be important, like some recent assaults on foreigners. Wasn’t Bhopal important? Or do we still think of Indian lives to be cheaper than foreign ones?
* The courts, in general, have an antiquated view of compensation to be paid. This is seen in every decision taken by courts at all levels. Just look at the legal costs awarded in routine cases. The amount is paltry enough to be a joke. Aren’t the courts aware of how much real legal costs are? That just tells you how out of sync our judiciary is about the cost of living, about earning capacity and so on. Couldn’t the judges have applied their minds more seriously in the Bhopal case and given compensation of at least 10 times the amount finally awarded? American courts give huge awards and penalties, and Union Carbide was an American company.
* The final question has to be about who allowed Warren Anderson to flee. If he was kept in custody, as he should have been, if serious charges were brought against him as they should have been, the victims of Bhopal wouldn’t be left high and dry as they have been.

No one can bring to life the thousands who died or alleviate the pain of those who suffer physical disabilities even today. But fair compensation could have eased the pain a bit. And massive penalties would have ensured that the Andersons of the world would be less callous about the loss of human lives."

our own singur : story of women vendors of Itwaria

with active connivance of local MLA who happens to be a woman, local councillor who is from congress ..prime piece of real estate was freed in name of heritage road ...

though on the other end of heritage road rich merchants including one sindhi apparel brand have encroached road so much that even a four wheeler can not pass.
Said MLA has made a multi story in this part of city where fire tenders can never reach

and what about the temple in the middle of road? is not that an encroachment?

but brunt is always bore by poor...

Struggle of Sewa MP against Harassment and Violence with Vendor Members by Municipal Corporation and Police at Indore (MP)

A brief Report

Shikha Joshi
Santosh Malviya

Swashriyee Mahila Sewa Sangh Madhya Pradesh
(Ek sangthan, Ek Andolan; Zameen Se Asamaan tak)
96-B, Vaishali Nagar, Annapurna Road,
Indore – 452 009 (MP)
Struggle of Sewa MP against Harassment and Violence with Vendor Members by Municipal Corporation and Police at Indore (MP)

In 2002, the Govt. of India declared a National Policy for the benefit of urban poor and passed orders for its implementation to the state government. Madhya Pradesh government implemented National Policy for Street Vendors in May 2006.

This policy included Identity cords, License, Hawkers Zone, Credit Facility, Insurance, Ward Committee, Town Committee, Skill training etc.
It is clearly mentioned in the National Policy thatno street vendor should be forcefully evicted. They would be relocated with adequate rehabilitation only where the land is needed for a public purpose of urgent need. Therefore:
a) Eviction should be avoided wherever feasible unless there is clear and urgent public need in the land in question.
b) Where relocation is absolutely necessary, notice of minimum 30 days should be served to the concerned vendors.
c) Affected vendors/ representative’s involvement in planning and implementation of the rehabilitation project.
d) Affected vendors should be assisted in their efforts to improve their livelihoods and standards of living or at least to restore them, in real terms to pre-evicted levels.
e) Loss of assets should be avoided and if possible compensated.
f) State machinery must take comprehensive measures to check and control the practice of forced evictions.

There is about 50000-60000 vendors in Indore city and about 100 vendors, out of which more than 50 vendors are female and members of Sewa MP, sell their goods; fruits, vegetables etc. at Itwariya market of Indore city, Madhya Pradesh. This Itwariya market is oldest vegetable market of Indore.
On June 09, 2009, removal team of Indore Municipal Corporation (IMC) reached at Itwariya market and wanted to remove this market on the name of encroachment. Only two days before IMC announced through loudspeakers in the market that market is illegal and encroached by the vendors. IMC has declared this road as Heritage Road; therefore market will be removed from here.

On June 09, removal gang of IMC and policemen of concerning police station (Malharganj Thana) was ready to remove these vendors from their space. Members of Sewa MP called at the office to inform about this illegal removal. After that four organisers of SEWA MP, Ms. Rajmani Swami, President, Sewa MP, Mrs. Bhanumati Rimza, Mrs. Raju Sunhare, Ms. Chanda Bhaur were also gone at the market and tried to convince to IMC officers, removal officer, that it is against the National and State Policy for Street Vendors and should be given prior notice before one month and provided alternative space to venders for their livelihood.

IMC officers and removal officer didn't response and not given two hours to collect the goods of venders and ordered to police to remove venders from their place. Police started lathi charge to vendors especially women vendors to disperse them. Male police and municipal officers and removal gangman also charged lathis on innocent vendors especially on women. Male IMC official and police man used vulger abused, slapped to old age members on their faces, brutally beaten with lathi, torn their sarees, pulled of women top-knot (women's heir), and pulled to them on road. Thana Incharge (TI) also slapped and beated to Rajmaniben, Bhanuben, and pulled them into police van brutally. Handcarts, small stalls/shops of the vendors and their goods such as fruits, vegetables were demolished with the help of JCB machine and seized all including their pair of scales/balance (taraazu) by the Municipal Corporation.

After lathi charging, police caught 12 persons; 9 women, Rajmani Swami, Bhanumati Rimza, Chanda Bhaur, Rajubai Sunhare, Tarabai Ramawtar, Sunitabai Narayanraj, Keshar Mahendra Chouhan, Godawaribai Mangilal, Pushpalatabai Babulal Kusmakar and 3 men; Babulal Kusumakar, Ramawtar Jagnnath, Chandrashekhar Jagdish Chouhan. Amongst these 5 vendor members, 4 organisers including president of Sewa MP were arrested by police.

As General Secretary of Sewa MP Shikha Joshi and Santosh Malviya heard the arrestment of members by police, General Secretary immediately reached there tried a lot to enter into police station for talking with police and Municipal Officers but could not enter. They tried to free to these arrested people and our members but police did not it. She talked with CSP (Amrender Singh) about this matter and he refused and said police
didn't beat to anybody, don't make drama and stop to misguide people here otherwise I will also arrest to you, vacant this place immediately otherwise we will beat them and after that some policemen and persons from removal gang, IMC, started to disperse them from police station by hammer lathi on road. After getting information about 100 members of Sewa MP gathered in front of the police station and demanded to release our innocent members. We also tried to talk with IMC Commissioner, Mayor and District Collector but they didn't give any response on this issue. After that, she tried to talk with higher authorities of police such as SP, etc. but they were also not responded on this issue. She also talked with IG of Indore Range on mobile, he replied this is not our subject and you should talk with Municipal Corporation.

Police charged in different sections on arrested and appeared in the court at 5.15 pm (the court time is upto 5.30 pm) so the bail could not be take place on time and Judge has ordered for jail warrant.

The next day, police recalled the case diary from court and took objection on bail against these people but we got success to bail of these members and they came out 6 pm after 24 hours from jail.

The next day, Sewa MP tried to organise a Press Conference at press club, Indore but could not organised. Then Sewa MP hired a hotel (a press conference was already being held on same day after previous press conference, we hold our press conference) and organised press conference and put the issue of vendors and atrocities against women.

Police didn't get medical check up of these arrested people and after acquitting from police and jail, govt. hospital also did not medical check up of these victims.

After it, next day, Sewa MP organised a Shanti March (silent rally) leaded by Smt. Manorama Joshi (founder of Sewa MP) in Indore from Krishnapura Chhatri to Municipal Corporation with tying black ribbon on arms against police atrocity and illegal removal by Indore Municipal Corporation. About 1500 members of Sewa MP participated in this rally. In this rally, not only our vendor members of Indore but also other trade members' participated. A memorandum is given to IMC Add. Commissioner and he admitted his fault and said that they didn't discuss with SEWA MP before removal. The Mayor and IMC commissioner were also in the office but didn't come out from their office to take memorandum.

IMC didn't give good response to us, therefore we organised a press conference and rally in Bhopal, capital of State, to raise the issue of illegal removal, livelihood and violence against women. Sewa MP organised a press conference and during this press conference we showed the video related to atrocities on women.

After press conference, a delegation (lead by Founder of Sewa MP Manorama Joshi, General Secretary of Sewa MP, 12 arrested members) met with Babulal Gaur, Minister for Urban Development Administration, MP Government and cognizant about this incident. A memorandum was given to him about it. Babulal Gaur ordered for IMC Commissioner to talk urgently regarding this matter on same memorandum which we gave to him, and returned to us to handed over the memorandum to Commissioner and told him to talk with me.

eligibility criteria of revenue or turnover are interesting

there are numbers like

6.97 crore ( why not 7?)
1.7425 crore (why not 2 or 1.5?)
5.94 crore (why not 6?)
1.4850 crore (why not 1.5?)
12.91 crore (why not 13?)
3.2275 crore (why not 3 or 3.5?)

clearly this is an effort to keep some one in or some one out.

The damage Arjun Singh did to MANIT

just read this blog and see how institution capture can happen and few bad men can destroy all goodness.

Crystal Gazing : Indore BRTS

We have not been able to make even 1 km of track in last 3-4 years.

and worst part is as the project is ill conceived, ill designed, does not take local factors into consideration even after it goes live we will end up making it just a wide road and not an exclusive bus lane as is happening in Pune

and delhi

Imagine IIT Indore and IIM Indore shift to mill's land

this article echoes my deep seated thoughts.

instead of wasting crores of rupee on building iim and iit outside Indore city , if we make them right down in heart of Indore externalities would be great.

Saffronisation of education in MP

10 years of BJP rules is bound to leave its effect here and there...

Take for example this piece of news.

this is dangerous for many reasons...

1. huge scope of corruption. anyone claiming to follow ideology of then government can get contracts thus

2. life subscription??? forced choice

3. what if next government actually pushes really indoctrinating magazines? a bad precedent is being set

4. is this best ues of this huge sum of money in an educationally backward state like MP?

5. Minister is a realted party here. Here deceased husband was a RSS man in indore and this magazine is unabashedly has rss leanings.

Sagar Of Kamla Bua shows the way

A good piece of news.
If Muslims all over India stop insisting on beef eating just to incense Hindus , half of our communal problems will vanish.

Is Malwa a hub for so called 'Hindu terrorists'

One is constrained to think so

1. malegaon blast accused sadhvi pragya hailed from indore and had done extensive work in the state.

2. all meetings of her group had been held at various places in MP.

3. only army officer accused in case was posted at pachmarhi - once again in MP.

4. for samjhauta train blast - in which all casualties were Muslim and pakistani last lead which police had was a suitcase cover from an Indore shop.

5. person taken by police in malegaon case from Indore has disappeared, still bjp ruled MP government is not making it an issues for some obvious reasons. Only local MP and MLA have to make some noise periodically.

6. Ajmer blast case is being investigated with vigor after BJP was voted out of power and now they have arrested some on from shajapur in MP

7. MP is one of the states ruled by BJP for longest time along with a strong netwrok of RSS

8. a kind of witch hunt was launched against SIMI in MP and even prominent Muslims of city were accused in unnamed pamphlets.

9.even in mecca masjid blast police has got leads pointing to malegaon blast accused.

most worrying is fact that all accused caught in various cases had no experience of Islamic terrorism.. in fact they had no exposure to even outside world. so a clear case of indoctrination.

Lessons in sewage treatment from Navi Mumbai

Instead of wasting JNUURM money on useless BRTS corridor we could devise something like this and rejuvenate Khan and Kshipra river

Dewas udyog and FCS software

there are news of them inking a pact.

Now FCS is a small IT company which seems to have some connection with DCM group and promoted by an NRI

Dewas udyog is a MP state government unit making pipes.

Collaboration for what??
Something is brewing ::::

24 hour water : pipe dream

after spending crores on 'feasibility' study of metro now this new experiment.

points are?
1.you can't give water for 1 hour in 2 days in 99% of city and talking about 24 hour water?
2. if it is good thing how did you choose a single area?
3. if it is not a good thing why civic bodies should foot bill for same?
4. has anything been learned from experiences of Latin American country?
5. who are these companies? please make their name public...

Bureaucrates like Rakesh Shrivastav...

Gentleman was DM of Indore till yesterday and is now PR head of state government.Another ex DM Manoj Shrivstav held the post for a long time under BJP rule.

Most striking thing was so called anti encroachment drive initiated by this gentleman in wee days of is tenure.

Should we thank him??

Not at all. Someone who says his best achievement was getting four elections done ( that was his role as chief electoral officer not as DM) and getting IIT to city ( except much maligned Arjun Singh I do not think anyone in his right mind can take credit for it) conveniently forgetting that communal riots which happened within few days of his arrival in city tarnished name of Indore far and wide.

Politicians of both sides had a gala time in all constitutional bodies be it IDA, IMC or Panchayats not leaving even poor animals of zoo. Land sharks proliferated and crime rate touched new heights.

Water situation worsened and one good thing which his predecessor Vivek Agrawal had done i.e. City Bus was left to decay to its own fate can surely be called some crowning glories of his tenure.

When his deputy Gopal Dad tried to set house of private schools in order , he was conveniently shunted out. When Sanjeev Shami was fighting lonley battle against rule breakers he was never given a helping hand

and now this attempt at getting cheap publicity by snatching livelihoods of some small shopkeepers but leaving untouched big fish (read Pakiza..)

With officers like this we do not need any enemies.

Bureaucrates of MP shine

2/5 in personal and 1/5 in group category.

jolly good show but why don't people of state get this feeling that their servants are working for their benefit and not for awards.

Heads and tails

Indore is no longer a safe place for animals. By animals I mean real animals with four legs not the two legged suit boot clad animals.

I have written about plight of animals in indore earlier also.

Most glaring was case of mayor treating indore zoo like his personal animal farm.

Now this shocking news.

Noteworthy is that this happened when poor elephant was brought from all the way from UP for a function of Jain samaj which harps on non violence.

Is same thing happening in MP

Gujarat settled narmada outstees in better manner than MP

will same story be repeated for DMIC? or shall we learn from this

"Farmers holding big tracts of land on the stretch of Delhi-Mumbai Industrial Corridor (DMIC) and Dedicated Freight Corridor (DFC) will not be forced to sell their land to the Gujarat Infrastructure Development Board (GIDB). Instead of procuring land from the farmers, which is time consuming and a difficult task, the Gujarat government has asked the farmers to pool their land together and become equity partners in the project.

The GIDB, which is procuring land for the DMIC and DFC project, has set up a special sub-committee that is in discussion with the farmers to become partners in the project. GIDB CEO A K Sharma confirmed this.

This will serve two purposes. One, the load of land acquisition over a larger number of landowners will not become a hindrance. Second, it will give an opportunity to all affected landowners to stay on in the area and participate in the development process.

The GIDB has been explaining the concept to the farmers, where the landowners in the area will hold non-transferable ownership rights of the land, cultivation rights and also receive royalty from the companies that are there in the DMIC and DFC projects, said Sharma.

Amitabh Kant, CEO of DMIC Development Corporation, said: “DMIC will cover 62 per cent of the total area of Gujarat, including 18 districts. This will have an impact on 74 per cent of the population.

Tribal love of BJP

depsite MP being a tribal state all important posts of BJP were occupied by upper caste leaders in past like kailash joshi, saklecha and patwa and now OBC have replaced them

Tribals always get a raw deal.

Even if the issue of action against corrupt ministers is concerned almost all powerful ministers in current cabinet viz. kailash vijayvargiya, jayant mallaiya, babulal gaur, anoop mishra, bishnoi , vijay shah are under serious allegations whose enquiry is stalled.

But if it is case of tribal ministers , inquiry is complete and poor souls had to resign as well.

Indore misses the real estate bus

Bhopal figures in the list of cities for whom real estate price index is to be calculated but indore is absent...

Uttar Udaya

Heard our dear CM in the conclave.

first of all being heart of india , MP hardly is a north indian state but technicalities apart..

1. cameras focussed more on Kailash Vijayvargiya as if even in delhi people knows who carries real money bag.

2. Speech of Shivraj was more like an election speech being given to party cadre. Hardly a vision. just a cacophony of statistics. He sounded like a well taught parrot.
Nitish kumar spoke much sense.

3. Shivrajji very conveniently skipped uncomfortable topics of child and woman health, industry, rail , forest etc by confusing audience with data. It was not an interactive session which helped him get away with all misrepresentations.

A government for farmers..

Everyone knows about unfulfilled poll promise of debt waiver but this piece of news is more damning. It says that while other governments were able to compel Monsato to decrease price of cotton seeds it charges by as much as 50%, MP government lost the case in court because it had not implemented enabling legislation.

Jai ShivRaj!!!

Malwa is thirsty

Summer is around the corner and though this year will not be as bad as last year due to abundant rain but alternate day supply of 1 hour of water is something no city can be proud of.

I found this wonderful article on India environment portal

I have written about water woes of indore before here , here , here & http://indoreheartofindia.blogspot.com/2008/11/missing-poll-issue-narmada.html & also here , here

and my conclusion is that water problem is here to stay becoz our leaders are part of problem and not the solution

1. them make good money in this whole tanker business every year
2. manning tanker and distributing water becomes alibi for not doing any development work in area. One sure shot plank to win election is late night tanker in localities manned by your leader.
3. All talabs and their catchment area is being converted to concrete jungle
4. Those with means exploiting ground water aquifer like there is no tomorrow.

In relative sense we are better today , but it is an ostrich like situation of assuming that there is no problem.

IMC's annual budget is not enough to meet cost of bringing narmada to indore but as it sounds catchy everyone is for it.

Crime capital of Madhya Pradesh : Indore

SO finally home minister found time to visit Indore and 'instruct' police officials to improve law and order , but it is easier said than done...

1. MP is one of those states in nation where bureaucracy is strong and officers seldom pay attention to ministers or MLAs. In case of home minister last home minister Himmat kothari and current home minister Umashankar gupta despite being old timers were not even minister in uma bharti cabinet and can very well lose assembly election next time and fall into oblivion, so their control over administration is fickle.

2. problem is compounded when thier interests lie elsewhere. Mr Kothari was accused of scam in purchase of guns and Mr gupta was captured by media pressurising police at 2 am in night when one of his friend was caught in case of illegal hostel.

3. As far as Indore is concerned political interference is key problem. Honest SP Shami was removed as he was not giving a free run to cronies of Kailashji.

4. Even other leaders are not without blame. Assembly constituency 4 has long been plagued by 'vasooli' and 'chanda' problem, when Lakshman singh gaud was alive his 'koti chandi' yagna meant open extortion on business people.

5. Family of other ex BJP MLA is actively involved in hammali racket in siyaganj.

6. At least two current MLAs have benefited from co operative scam directly and ramesh mandola, the pension kingpin is also accused in one of the cooperative society case.

7. another ex MLA gopi nema is also known to misuse public fund.

So a party of law breakers and manipulators can hardly be expected to protect a common man from goons. I would rather say common man needs to be protected from such leaders.

Lessons from Indore from Bangalore municipal elections

A very good article from Indian Express

Morale is by use of technology we can make our leaders accountable.

Provision of urban amenities in rural areas

IIM Indore students undertook a very good one week trip.

their experiences are listed below.but it would have been great if they would have actually generated concept paper for same..may be for one district or may be for one particular facility.

well done Mr Sehrawat, vice chancellor of Devi Ahlya University

We had a story of Premchand in school books called 'panch parmeshwar' which outlined importance of neutrality by people occupying critical posts and need of strengthening of institutions and this can not be overemphasized in a place like Indore which is all poised to grow up but is hemmed with no history of institutions and is being plagued by all ills of badlands of UP and Bihar.

It has been only Mr Chaddha in recent years who donned the mantle of VC perfectly without fear or favor and initiated many reforms at university.

This time person doing same is different and the way he came to occupy the chair has also not been entirely without controversy. At least he is improvement over Bhagirath Prasad who was essentially a political appointee and was using post more for his politic political career.

Mr Sehrawat has managed to antagonize the person who got him the post.his small expenses are also a matter of talk in newspaper and when he removes two corrupt HODs both parties join in protest . this clearly means he is trying to tread an independent path.

He has presented a very good budget of around 150 cr for development of university and certainly one Mr Madhu Verma who has left no stone unturned to misuse public money of IDA for his political gain cold learn from this budget.

His insistence on attending only those functions where organizers plant at leas 10 trees is a step in right direction and in a city where public discourse has been reduced to vulgar 'aayojan' and 'karyakram' culture with chanda or ill gotten money often inconveniencing common man this comes as a welcome respite.

Hope he does more to improve administration of university and for this he needs to break free of registrar.

In all central institutions like IIT and IIM dean is far more powerful than registrar who is mere administrator but it is reverse case in state universities and only assertive people like Mr Sehrawat can change the situation for better.

our own Luddites

Wikipedia defines Luddites as "The Luddites were a social movement of British textile artisans in the nineteenth century who protested—often by destroying mechanized looms—against the changes produced by the Industrial Revolution, which they felt were leaving them without work and changing their entire way of life.

This English historical movement should be seen in the context of the era's harsh economic climate due to the Napoleonic Wars, and the degrading working conditions in the new textile factories. Since then Luddite has been used to describe those opposed to industrialization or new technologies [1]."

if one glances through daiy newspapers one can find many example of such people being present in Indore..

Bhopal Indore Industrial corridor

Central government is funding this DMIC as a model for faster industrial and overall development of the region.

I think it is high time that government in MP implements a similar corridor between bhopal indore ....

1. it can be extended to pithampur on one side and madideep on other side.
2. it has best highway in state which is almost free of highway crime as opposed to other highways.
3. hinterland of jhabua, dhar, ratlam on one side and vidisha, hoshangabad on other side can provide raw material and cheap labor.
4. agricultural extension centers, contract farming, chain of cold storage and agro processing industry can be promoted in dewas, ashta, sonkach and sehore.
5. indore can be developed as regional service hub with incentive to software and BPO
6. bhopal can be made hub for niche area and hotel and catering, fashion, media ,journalism, photography training institute can be promoted here.
7. dewas with untapped beauty at places like kalakund can host some resorts and can be developed for eco tourism.
8. all along highway industry can be allocated cheap land and power from indira sagar can be used.
9.train line between indore and bhopal in one of the most decongestant one .it can be developed as high speed corridor.
10. any intervening town say like dewas or sehore can be developed as big dairy processing cetre on the lines of anand.

Dr Khan murder case..

I had written about it when the incident happened almost a year ago. Insensitivity of administration in solving the case was apparent from day one, when they are busy protecting our leaders and their supporters..
and today the news came that Ms Vidya Khan finally bid adieu to the city and nation..

Community radio in a private college in Indore

Indeed a good and progressive step...

Grant of Permission Agreement for establishing, maintaining and operating a Community Radio Station at Central India Institute of Science and Technology, Indore, Madhya Pradesh has been signed . With this, the number of CRS will increase to 67 in the country.

The focus of the Community Radio Station would be to encourage the community members to speak out their needs and ideas, to create knowledge content for students and to act as a medium for teachers to develop knowledge content relevant to their subjects.

It will also ensure that the community is literate and enabled to absorb information through media including radio. Regular information on child health, pregnancy, local health issues and seasonal precautions for women’s related programmes will benefit the community.

The Government encourages setting up of community radio stations as it promises to provide an opportunity to the local communities to express themselves, share their views and particularly empower the women, youth and the marginalized group to take part in local self governance and overall socio economic and cultural development of the area.

Community Radio Station also better informs the society about the developmental initiatives of government and promote transparency in the implementation of the schemes.

animal farm and bhartiyan jugaad party
