A civil war in Bastar

AFTER HIS DETAILED seven-part interview with Daily Chhattisgarh, I was glad to see Chhattisgarh DGP, Vishwaranjan’s article that appeared in this newspaper on September 15. I am highly impressed by his deep knowledge of naxalism, police and the history of this country in general as is evident from that interview. Although I don’t agree with him on most of the points of the article “ardh satya, tadarth chintan and rumaniyat se pare naxalwaad ka satya”, it is rare in this country that one sees a top ranking government official responding to public questions and criticisms. I have heard from a lot of people that Vishwaranjan is one of the most brilliant police officers in the country and the fact that the DGP took time to present his views publicly, proves that assertion once again. A person is judged by not what he/she believes in, but how he/she reacts to the people with opposing views.

I have pointed out that I don’t agree with him. Let me specify why and how. Firstly, I am surprised to see Vishwaranjan say that, “ordinary Indians are used to static thinking and can be easily misled.” I am responding as a very ordinary Indian citizen. The entire Chhattisgarh police’s salary, as well as the money for campaigns like Salwa Judum, comes from the taxes paid by this ‘ordinary Indian citizen.’ Hence to term them as static and non-serious is not only an affront to democracy; it is actually questioning one’s own infallibility. As an ordinary Indian, I would not mind my taxes to fund any genuine anti-insurgent operations, I would encourage higher salaries and better facilities for the police who are working for my safety, and would be glad if more money is pumped into improving infrastructure, health and education of all Indians, especially in naxal affected areas. But this is not what I see from the ground. What I do mind, is if my money is being used to fund arson, rapes and murders of innocent villagers in the name of Salwa Judum.

There has been several serious allegations against this movement, which I found convincing enough to distress me a lot. If even one per cent of those are true, then my culpability in the crime increases if I don’t speak up against the wrongs. Forget about Salwa Judum for a moment, there are rape allegations against one of the top district police officers of Chhattisgarh, and I as an ordinary citizen, haven’t seen any action taken against that particular “alleged rapist police officer”. Assuming that most of the policemen/women in Chhattisgarh are honest, upright and hardworking, what can be more demoralizing for them that such serious charges not being acted upon against one of their senior officers? How can morale be kept up in any department if an “alleged rapist” is promoted and preserved?

I have also seen the video of Chhattisgarh police hitting old men and women using their shoes in Ambikapur a couple of months back. Being a student of psychology, I know about the famous Milgram’s obedience experiment conducted during 1961-1964. The results of the experiment was that “Ordinary people, simply doing their jobs, and without any particular hostility on their part, can become agents in a terrible destructive process. Moreover, even when the destructive effects of their work becomes patently clear and they are asked to carry out actions incompatible with fundamental standards of morality, relatively few people have the resources needed to resist authority.” In other words, given an explicit order from an authority, normal people will rather follow the order, than ponder about the moral and legal obligations of it. That explains much of the behaviour of the police in Ambikapur. Most of the times whenever such injustice happens, it happens because “orders came from the top”. So, if people at the top are not being acted against, then nothing can be more damaging in sinking the morale of an ordinary policeman/woman. This disgruntlement can then be used by forces like naxalites to further their agenda. Like NGOs, the police become equally vulnerable to infiltration by the naxalites. How equipped is our police in handling such scenarios?

It is also puzzling to see Vishwaranjan define strategic hamletting as segregating the part of the population that supports the army, and use them to enclose the rebels from all four sides to cut their supply lines. He is wrong!!! Being an ordinary citizen, who unlike his claim, does not look for easy ways out, and who is also not scared of technical terms, let me clarify the true meaning of this term. Internationally, strategic hamlets as a military strategy have only one meaning, as defined and implemented by British military strategist RKG Thompson in Malaya.

In the years during 1948 to 1960, he "took villages and fortified them, and then controlled the flow of rice and food and ammunition and so on and so forth". Since then this tactic has been used across the world, most notably by the United States during the Vietnam War. Initially, like in Malaya, the villages were fortified with barbed wire fences erected around them and heavy security was deployed around these fortified villages. When this was not found to be working because of the sheer volume of the villages, the people were forcefully shifted to many designated camps in Vietnam-Cambodia border. The basic aim of strategic hamletting was/is "isolating the rural population from the (Viet Cong) communist guerrillas". These camps were notorious for keeping their inmates in forced detention inside and that was the reason the whole program failed miserably and the eventual defeat of the United States in that war.

How different is Salwa Judum? Why is it that all public amenities on the other side of the Indravati river have been suspended since the start of Salwa Judum? I have seen sworn affidavits from the people living there. Why is it that the people living in villages are not allowed to come to the haats? Why do they need to go to as far as Narayanpur to get a packet of salt? I am not sure if somewhere in some police or home ministry office, someone actually sat down and said, "Aha!! Look, this thing called Strategic Hamlets is a nice little thing that the Americans had tried in Vietnam against the communist guerrillas. Let’s do the same thing here in Dantewada." Such a meeting might not have ever happened. What I do know is that there is a remarkable similarity between the acts and execution of Salwa Judum with what we read/hear about Strategic Hamlet programme. People are forced to shift into designated camps. The camps are fortified. Those who don’t come to camps are attacked. The people who choose to live in villages have their houses burnt down, their crops destroyed, hitting them economically. All connections between those living in the villages and the outer world are systematically broken down. All allegations are summarily dismissed as naxal propaganda. (For more details please read JFK’s biography ’To Move a Nation: The Politics of Foreign Policy in the Administration of John F. Kennedy’ by Kennedy’s pointsman in Vietnam and one time advocate of strategic hamlet programme Roger Hilsman. The pentagon papers describe what went wrong in Vietnam in detail. Also see "The Vietnamese ’Strategic Hamlets’: A preliminary report" by Donnell and Gerald and ’The Journal of Strategic Studies 1947-1972’ by Sylvia Potter).

The DGP also points out that there is little similarity between Darfur crisis and Salwa Judum. David Loyn of BBC, who visited both Dantewada and Darfur was the first person to point out the similarities between the two. It might be too simplistic to claim that Darfur crisis is nothing but sectoral violence between two ethnic groups of Arab and Black Muslims, as does the Sudanese government. I am sad to see our DGP’s summary dismissal of this most reprehensible genocide in Darfur. Like Dantewada, the roots of the problem lie in the years of neglect that the Darfur province faced in the hands of Sudanese government.

Darfur had a massive famine in 1983-84 killing thousands of people, and that laid the seeds of rebellion (Bastar also had a famine in 1966-67 during which popular Raja Pravir Chandra Bhanj Deo was killed in a police firing). Water, a precious resource in Sahara lies at the root of the conflict. After two rebel groups started an armed uprising in 2003, the Janjaweed, that is a ragtag bunch of private goons with sophisticated arms, attacked the entire population. Janjaweed would burn the entire villages. They would rape the women, and kill at random. The rebels of Darfur also suppressed the people, but their atrocities appear tame when compared to that done by Janjaweed. Janjaweed would, after burning the villages and looting them, take possession of the limited number of water points. On Monday, September 17, UN Secretary General said, "This region’s future also depends on supplies of water." The kind of stories that came from Darfur are not very dissimilar to what the people of Dantewada are saying in sworn affidavits. Why did the Darfur crisis aggravate so much that around 200,000 people were killed and 2.5 million people are living in refugee camps of Chad. Of course, the scale of casualties in Dantewada in last two and a half years is nowhere close to what has happened in Darfur. But the politics and philosophy behind the crisis is the same.

The philosophy is that of "arming local resistance groups". In May 2005, the top Janjaweed leader, Musa Hilal, admitted that his militia was funded and supported by the Sudanese national government. He said that in many regions, it was the government that backed and directed the militia activities. This has been proven as fact in numerous international fact finding missions. It is this philosophy of forming, arming and supporting private armies to do the state’s bidding, which sets the parallels between Salwa Judum and the events across the globe.

Another place where such things were successfully tried is in Peru, in the 90s, where its ex-president, Alberto Fujimori armed private gangs to suppress a maoist kind of uprising in that country. Last month, Fujimori was proclaimed a human rights offender in his country, and is now an absconder from Peru.

Why would the state ever arm and support private militia? Are the police not smart, capable and equipped enough to fight insurgency? In almost all cases, these untrained and unaccountable private militias are recruited to do the dirty job. The jobs that the state armed forces cannot do because of international obligations and the limits imposed by the constitution of India. Who are these private armies accountable to?

Let me remind the DGP that such tactics, although might seem to give results in short term, they have always had disastrous consequences in the end. The private militia always had proven to be a larger headache than the original rebellion. Like, in Sierra Leone, the private militia turned into a private army doing the bidding for diamond giant De Beers. They solved by force the conflicts that the international diamond company had with the local population.

What is the future of Salwa Judum? What will the SPO (Special Police Officers) do after, let’s suppose, the naxalites are driven out of Bastar. Will they be regularised into the police force? Or will they end up doing the bidding for Tata and Essar, two organisations that have already become notorious in Bastar for cheating the public.

Six years ago, George W Bush asked the world to choose between liberty, freedom and democracy on one side and mass murder, slaughter of innocents and terrorism on the other. But using his excuse of protecting liberty, promoting freedom and preserving democracy, Mr. Bush soon turned his attention towards the oil-rich Iraq even before the attack on Al-Qaeda could reach a logical conclusion. Some American companies considered close to the republicans, like Halliburton (the oil company), Blackwater (the private security group), DynCorp and CACI, to name a few, benefited immensely from this war. But Al Qaeda has gotten stronger, America is more hated now, and more than one million Iraqis lost their lives in the ensuing years.

However genuine might be his intentions, we don’t want to be led down that path ever again. Vishwaranjan asked us to take our pick between ‘constitution and democracy’ vs ‘people who want to destroy it using violence’.

A very prominent civil war is going on in Dantewada district of Chhattisgarh in the name of Naxalism and Salwa Judum. All of us have a right to know who the real beneficiaries are in this civil war. The stories of Essar and Tata steel plants, Essar funds for Salwa Judum camps, their mining leases, the MoUs being kept under wraps, the forced, undemocratic and unconstitutional acquisition of land for these plants, the arrests, the murders, the rapes, and the brazenness of the whole affair might give us some clues.

Being an unabashed constitutionalist and democrat myself like our DGP, I wish Chhattisgarh police all the success in their war against the naxalites. I would also offer all my technical expertise, and share my knowledge in computers, in helping the police in their fight. But, just like you cannot have sex to preserve virginity, you cannot destroy or mess with the constitution to preserve it. If there are serious questions regarding police’s conduct, it is the moral responsibility of the DGP to own them, and to find out ways to correct the institutional maladies. I know that if there is anyone who is courageous enough to admit mistakes and punish the wrongdoers, it is the current DGP of Chhattisgarh, Vishwaranjan. Doing so will be the biggest morale booster for Chhattisgarh police.

Ashoknagar Bus Mishap

Roadways has gone and no regulation of private buses means passengers are left to luck to reach safely to their destination in Madhya Pradesh

Will Ashok Nagar mishap alarm us?
25/12/2008

A cycle kept on the roof of the ill-fated bus resulted in the tragic death of ten persons who were travelling from Ashok Nagar to Aron.

The cycle got entangled in the electricity line and the current spread in the bus. Panicky passengers tried to come out of the bus and some of them got stuck in. As the bus caught fire, ten persons including four women and two children were killed.

Gas cylinders were also kept in the bus. Sadly, after the tragedy just Rs 50,000 compensation was announced to the relatives of the dead passengers. There was no such reaction among either the public or media circles leave aside flutter in official circles that a tragedy of such magnitude had occured in Madhya Pradesh.

Far from Bhopal and other major cities, this accident in rural part of the state also became just another in a series of such mishaps that keep happening and that never force the society and the government to take strong measures to prevent recurrence of such tragedies.

A company which makes Indore proud

I have always been intrigued by how Soybean industry started in otherwise indolent environment of MP and how did government or private enterprise catalyzed it.

Now when we have even IIM at Indore this can be a good case of 'cluster study' like IT in Bangalore or automobile in pune and Chennai though ours is obviously smaller but I guess it impacts more lives and in a much powerful way.

MUMBAI: CARE has assigned ‘CARE A-’ rating to the long-term bank loans and ‘PR2+’ to the short-term bank loans of Ruchi Soya Industries Ltd. for
an aggregate amount of Rs 3,582.59 crore, including term loans.

The ratings take into account the leadership position of Ruchi Soya in the domestic edible oil market, its processing capacity which is the largest in India with a good mix of inland crushing/refining and port-based refining units, experienced management, increasing share of sales from branded products and consistent growth in profit over the last five years despite volatility associated with commodity prices. The ratings are constrained due to low profit margin inherent to the agro-commodity sector, seasonality associated with availability of raw materials, working-capital intensive nature of the industry, low liquidity indicators and successive debt-funded capital expenditure plans. Improvement in financial profile through control over debt in a working-capital intensive industry and efficient commodity/forex risk management are the key rating sensitivities.

Ruchi Soya is engaged in extraction of oil from soya and other oil seeds, edible oil refining, manufacture of vanaspati, textured soya protein and related byproducts. Share of revenue from trading activity has consistently declined over the years as Ruchi Soya has shifted its focus to value-adding manufacturing activities and further to branded retail segment. Ruchi Soya markets its products under the brand names like Nutrela, Sunrich, Proflo, Bakefat, Soyumm, Ruchi Gold etc. Branded sales contributed to 29% of Ruchi Soya’s total sales in FY08, up from 26% in FY07 and the same grew by nearly 45% over the previous period. Ruchi Soya has manufacturing facilities at 16 locations across India having a good mix of inland-crushing/refining units and port-based refining units providing Ruchi Soya with the flexibility of processing various types of oilseeds and edible oils. Ruchi Soya’s seed crushing and edible oil refining capacities are the largest in India. Edible oils contributed 67% to FY08 revenue followed by seed extractions (23%), vanaspati (8%) and others (2%). Exports constituted 17% of Ruchi Soya’s total revenue for FY08.

Ruchi Soya posted a total income of Rs.11,135 crore for FY08 which grew by 28% compared to FY07. PBIDLT and PAT margins were 4.37% and 1.43% in FY08 respectively. Overall gearing as on Mar.31, 2008 was 1.28. For Q1FY09 ended Jun.30, 2008, total income grew by 20% compared to corresponding period of previous year. Both PBILDT margin and PAT margins have improved during Q1FY09 compared to the corresponding period of previous year.

Bihar of madhya pradesh

Vindhya pradesh and bundelkhand has been volatile since ages. This was the area where pindaris thrived, then thugs and now politicians like UP and Bihar. A look at stats and violence in election takes place in these areas only, criminals contest and win here. Population is exploding that is why apart from indore and Bhopal this area has seen increase in number of seats. No industry and obviously laggard on all social indicators.

Pioneer News Service | Chhatarpur

Members of a lower caste were beaten up in Chhatarpur district for taking out a marriage procession with bridegroom on horseback like upper caste people of the region. The police have registered a criminal case against the offenders, but none of them has been arrested so far.

According to the police, the incident took place on Tuesday in which the bridegroom and his relatives accompanying him were abused and roughed up when they were taking a round of the village in the form of a procession as a marriage ritual. The village is stated to be an upper caste-dominated.

According to the bridegroom, the police said, the miscreants threatened them stating that the participating relatives cannot take out the wedding procession around the village due to their belonging to the lower caste. Bridegroom in the complaint to the police said, “The wedding procession was going on smoothly like any other marriage and I was riding on a horseback. But suddenly some individuals arrived and pulled me down and dragged. I fell down on the ground. They abused us and threatened by saying that only they could take out a procession through the area.”

The police, however, said that a complaint had been filed and affected people were given protection to carry out the marriage in the traditional manner.

District Collector of Chhatarpur Umakant Umrao accepted that there was a complaint in this regard, and said that the situation is under control. The police are searching for the offenders, he added.

Taking around a wedding procession with the bridegroom riding a horse is a part of age-old tradition. While the procession was going through the village, some miscreants indulged in violence against the people in the procession. It is a case of caste row, as the bridegroom and his family belong to lower caste. They have lodged a complaint and police would take necessary action, SDOP JR Lokare said.

Our 20 year MP Sumitra Mahajan says economy needs political philosophy

Ever heard a foolish friend is worse than a cunning enenmy

Our 6 time MP is living example. Below is what she had to say about economic crisis in parliament

Today we have been discussing the economic conditions of our country and the economic package to be given by the Government. But we have to deliberate upon our priorities and action plan in the right perspective. Being an economist is not enough. Sometimes we need a political philosophy also. Generally the packages doled out by the Government do not succeed in their objectives. This failure is the most exemplified by the implementation of the large economic package given to the farmers of Vidarbha. As regards this package, we came to know previously that the Government will give Rs.75,000 crore package but soon, it trickled down to Rs.20,000 crore and the lion’s share has gone to the real estate. The Government has said that the interest rates will be brought down on the home loans ranging from Rs.5 lakh to Rs.20 lakh but in these days one cannot purchase a house in Rs.5 lakh. Lot of black money has been invested in the real sector and there has been a lot of speculative investment in this sector which has pushed the prices further. Unfortunately, people think that, we, the politicians, are hand-in-gloves with real estate developers. We have to put an end to this speculative investment Though IT sector will also get benefit by this package, but we will have to implement it in a right way. For the past few years the salary packages have become fatter. There were loan packages in the market. Our youths grabbed the both. But now, salary cut and unemployment are looming large over their heads. This can create a huge crisis in our economy, society and politics. So, there should be a political philosophy in guiding the implementation of this package.

Most interesting is her comment about real estate and politician. Madam just have a look at asses declarations by your party candidates in Indore. All of them are crorepatis. Your own crony Gopi Nema's name cropped up in a probe by Lokayukta but IMC did not give the approval for prosecution.

Indore Election watch

I got a copy of Madhya Pradesh election watch report courtesy our professor Trilochan Shastri today.
It is sad that neither naidunia nor bhaskar gave enough coverage to this worse what should have appeared as stories in newspaper appeared as paid advertisements by candidates on the eve of election. Clearly money changed hands.

Interesting observations are :

1.The average asset of winners is 1.45 Cr. The average asset of a congress MLA is 2.39 Cr
while that of BJP is 1.07 Cr.

2.There are only 6 MLAs with less than 5 lakhs worth of asset.

3.97 MLAs have not declared their PAN no. It includes 12 MLAs who have declared assets
of more than a crore

4.Depalpur MLA Satyanarayan Patel has two criminal cases pending and charges include rioting, voluntarily causing hurt, mischief etc.

5.Humble BJP worker from Rau has assets of more than two crore and does not have a PAN card number and has two criminal cases. In his case accusation is different from others it is abetting in crime to a soldier, airman. That means he did some rioting or hooliganism with soldiers from Mhow. All the best Rau public.

6.Our Bhajan singer has 6 criminal cases pending ranging from rioting, wrongful restraint, rioting armed with deadly weapon, criminal intimidation (dhamkana basically)

7.Ashwin joshi of indore 3 is charge with assaulting a public servant, playing obscene songs apart from usual rioting, criminal intimidation and wrongful restraint.

8. Crony of Bhajan singer i.e. ramesh mandola is not behind his guru and is charged with almost all sections as his guru.

If we move from crime to assets then also our MLAs do not disappoint

Satyanaryan patel from depalpur lead the table with 30 crore worth assets.
Sudarshan gupta follows with 2 crore
Humble worker Jeetu Jirati also has 2.4 crore worth assets. Being humble he never applied for PAN card also
Tulsi silawat from sanwer has 1.63 crore
Malini Gaur from Indore 4 has 1.2 crore and no PAN number

So 5 out of 9 are criminal
5 out of 9 are crorepati also.

My beloved city !!!

even declarations are incomplete. If one digs further many assets have been declared without price tag.

Malini Gaur does not have a PAN number and has not bothered to declare price of maruti van, indigo car, fiat car & 3 hero Honda motor cycles. Seems got everything in gift :)

another contestant Shobha Ojha from indore 5 has not declared price of fiat palio and Scorpio

If one looks at list of candidates having high assets then from indore 1 - 3, Indore 4 -1, Indore 5 - 1, Sanwer - 3, Depalpur -2, Rau - 1 are crorepatis.
It seems rural areas have got more money :)

Manoj Patel from BJP in deplapur was charged for attempt to murder under IPC 307

Jeetu patwari from Rau was charged with robbery IPC 394 and for gambling also

Rajesh Nangle of BSP from Mhow was charged with 420 and cheating.

Satyanarayan Patel, sanjay shukla, Jeetu patwari and ashwin shukla all are charged with criminal intimidation.

sanjay shukla also owns almost 2 crore to public bodies ,banks etc.

Affidavits of candidates - part 2 - antarsingh darbar

His is pretty clean case.
Not much increase in assets except purchase of a bolero jeep whose price is not disclosed and usual increase in gold, silver and cash

As he has agricultural land so he can always say that income was from that source and one can not dispute that.

he also got a case of corruption while going from 2003 to 2008

one thing is amply clear almost none of our MLAs need government subsidized land which they are being given in Bhopal and are frequently offered by various civic bodies.condition of not owning a house is also spurious becuase for example Mr Darbar does not own a house but has extensive agricultural land , gold and good bank balance but still eligible for subsidised plot of land

anyone in media listening???

Discrpancies in affidavits of candiadates part 1 - ashwin joshi

I had mentioned earlier that I would try to touch issues which are not touched by main stream media.

i will attempt to write about discrepancy in affidavits of candidates who fought in 2003 and 2008 as well. so this will mean kailash vijayvargiya, mahendra hardiya, manoj patel and malini gaur and nisha sonkar ( as their husbands contested earlier) from BJP

and ashwin joshi, antersingh darbar & shobha ojha from congress

let us begin with Ashwin joshi. We are going with assumption that he has mentioned everything correct

then somethings are interesting ( change over 2003)

1. He seems to have purchased a tata ciera model 1994 - rs 64000
2.the house he lives is shown to have getting increased valuation from 10 lakh to 25 lakh but price of his land alloted by IDA remains same ??

Now he does not pay any income tax or wealth tax

forget appreciation in his land holding and gold prices and house prices.

just add increase in his cash balance, fd and post office saving account and money he spend for remianing installment of his plot and also accoutn for depreciation for cost of vehicle and UTI units one gets an increase of 28.5 lakh over 5 years.

Now he has not liquidated any property as they remain same in both years and gold holdings infact increase.

so this works out to be on an average 5.5 lakh per annum. Now if one also account for his living expenditure then this income further by at least 1 lakh annum ( assuming very basic level of living)

So clearly his income is taxable. but he paid no taxes.

case of tax evasion???

Gopikrishna Nema's daughter involved in lease misuse

सात साल बाद जागेगी एमआईसी
विनोद शर्मा
Sunday, December 14, 2008 10:14 [IST]

a vidhansabha of Crorepatis

Just a footnote. MP government is giving ( from last assembly) land at highly concesisonary rates in the heart of Bhopal to these 'rich' MLAs

It seems the 'Vidhan Sabha' seats are not for the poor.

A study has revealed that only 18 candidates with less than Rs five lakh assets managed to enter the five state assemblies, where elections were held last month, while a total of 248 millionaires won their electoral battles.

Out of the 629 constituencies in five states -- Delhi, Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram – which went to polls, 248 of them have been bagged by 'crorepatis', a study by the National Election Watch (NEW) said.

A total of 121 'crorepatis' from the Congress won in the five assemblies with the BJP coming to a close second with 110 of its crorepati candidates entering the assemblies, a party-wise break-up of the study revealed.

While the average assets possessed by winning candidates is highest in Delhi at Rs 2.8 crore, it is Rs 2.69 crore in Chhattisgarh, it said.

In Madhya Pradesh and Rajasthan, the average assets of elected candidates were Rs 1.45 crore and Rs 1.99 crore respectively, while in Mizoram it stood at Rs 0.74 crore.

Besides, the report also revealed that candidates with low assets -- in between Rs 0 to Rs 5 lakh -- have very slim chances of getting elected to the assembly.

While in Delhi and Mizoram, no MLA with assets less than five lakhs was elected, Chhattisgarh, Madhya Pradesh and Rajasthan together saw a total of only 18 such candidates managing to win the elections.

The analysis of elected candidates by the NGO also claimed that the chances of winning elections are directly proportional to the amount of assets one has.

While the probability of winning an assembly seat for people with high assets (above Rs 5 crore) stood at 50 per cent in Chhattisgarh, in Madhya Pradesh and Rajasthan it was found to be 48 per cent and 34 per cent respectively.

People with low assets (less than Rs 5 lakh) had a meager 2 per cent chance of winning in Chhatisgarh and Madhya Pradesh, while in Rajasthan it stood at one per cent.

In the national capital, the probability of making it to the state Assembly for people with high assets was 31 per cent as against zero per cent for those with low levels of assets.

"NEW looked at the contesting candidates and their chances of success and have found that the more you have, the better are your chances of being elected," the study said.

IIM B Case on Indore City Bus

This is the case I developed on Indore City Bus.

Some experiences:

As one goes down in government hierarchy cooperation decreases and arrogance increases. From PS to commerce minister down to a clerk level I had this feeling

Secondly, politicians of Indore have not been able to serve junta of Indore in this case. They could not do a constructive criticism of whole scheme of things and simply got Vivek Agrawal shunted out.

Result Indore is saddled with ill conceived BRTS project and get ready for your tax money to be wasted because of negligence and incompetence of planners.

Indore Municipal Corporation refuses to improve

So despite garnering accolades on national level rudimentary computerization ( even with mistakes) will not be possible in Indore.

reason:

1. A faulty PPP model with private party. Even highly trained government employees can not do data entry job how did bureaucrats in IMC think that their employees mostly who come via muster route ,are unskilled at anything except political machinations and laziness will be able to do the job?

2. A huge rot in recruitment and training of employees at IMC. there is so much money to be made in various departments of IMC giving permission, collecting bills and levying fines that no political leader worth of its salt wants to squander the opportunity to please his cronies at the cost of hapless public. result we are plagues with highly incompetent and corrupt staff which even refuses to learn what private operator is trying to teach them.

Another PPP ( Public private partnership) in city i.e. City Bus which was actually a brilliantly conceived model has gone horribly wrong. Private operators are doing whatever they want, and government officers are keeping mum after being bribed suitably. Vivek Agrawal is shunted and so is his project. I actually did a study on this project in one of my courses and despite all good things I always feared that model was highly personality driven and when Vivek will not be around it will collapse.I am sad that I proved correct.

Open Corruption in Open university

This piece of news is really strange. Since when is government giving accommodation to contract employees?

And what a mis management, smae people who oversaw cosntruction of a residential complex worth crores are now refusing to move in???

The erratic Bhoj Open University administration is one again under the scanner for it’s the long practice of renting out a government rest house to its three employees, who are serving the university on contract basis. The total amount incurred by the university on the guesthouse is more than the collective monthly salary of these three employees.

Despite having built residential complex for the faculties and employees, the Bhoj University is still accommodating three of its employees in a rented guesthouse owned by the Irrigation department. Though these three employees are working on contract basis but they are being aided by their high profile connections with the state bureaucracy officials.

The university is incurring around Rs 30 thousand per month, however it's worth mention that the monthly salary of all the three occupants of the guesthouse amount to less than Rs 15 thousand.

Going one-step further, the university has gone for renovation work worth Rs 50 thousand in the guesthouse, even without the permission of the irrigation department. The latter has also expressed its displeasure over the recent move of the university. In the past, the university registrar and the finance officer have presented their objections, but to no avail.

The university has already got its complex constructed by spending few crores of rupees and the complex also has 45 residential blocks for the faculties and employees but till date only 10 employees have moved in. Several university staff members, including the Vice Chancellor and the Registrar, are still residing in rented houses.

Hypcracy over Bangladeshi immigrants

Evertime there is blast in any part of India leaders of BJP make noises about Bangladeshi immigrants in Indore but no one points a finger at Sarafa merchants who employ a whole lot of them why because these merchants are big donors to BJP and 'religious' causes.

No one bother to put a tab on narcotics trade and its accomplices in Indore which orginates in Ratlam and Mandasore becuse everyoen benefits from it. It is a different matter that consignment of arms from mumbai blasts in 1992 was found in a well in mahidpur near ujjain also.

Hypocrates at best and traitors at worst

Hail SP Shami of Indore

I am fully convinced now that if BJP government comes in power and Bhajan Singer aka Don of Indore gets a prominent post in ministry then Indore is sure to go to Bihar/UP way. I mentioned in one of my earlier posts as to how he got police to beat up peacefully protesting RSS workers and let his goondas free in Indore 2 area. Yesterday same thing was tried and it was same police but SP was different and their efforts were foiled which clearly demonstrates leader makes a difference. In forefront of this were various councilors led by one chandu shinde who was absconding initially when new SP released list of all permanent warrantees. There were others like suraj kairo and mangilal redwaal and the known unsocial element lal bahadur verma & other cronies. Their argument was against repressive measures by Sp during election?? Give me a break just because he did not let you do corruption or threaten other party workers you will say whatever you want.

And taking shield of being common pedestrian is most bullshit logic. I think big leaders of BJP should speak against this tactic of dominating honest administration but they are equally complicit in it.

I sincerely wish the local public teaches a lesson to these goons. But I guess out of that huge pension scam some bones have been thrown to workers in this area also and that is why they are always there raising slogans. Interestingly congress did not make corruption by Bhajan Singer and his cronies an election issue at all. Specially pension scam, land grabbing and huge money siphoned off during sinhastha in kumbh. One just need to see and compare the affidavits filed by Bhajan Singer in 2003 and 2008 election and obviously it is carefully worded and made to hide more than reveal but still it spills bean

In fact affidavits of all repeat candidates make an interesting reading.

Further there is no real democracy happening in Indore. Out of 16 candidates (Rau is a new seat), though on paper 5 were new candidates i.e. first time contestants but in reality three of them ( sanjay Shukla, malini gaud and nisha sonkar got tickets due to their lineage so no real face in fact). This leaves only Sudarshan Gupta and Ramesh Mandola as 2/18 new candidates. This when population of indore due to migrants and youth both has been increasing rapidly and has almost doubled in past 10 years.

So it has become crony democracy. If one looks at MPs and MLAs who died in office in last 5 yrs then across the spectrum parties have given tickets to their sons & wives. These were the parties in forefront against princes and kings. At least those guys had some religious or moral responsibilities but this new crop of Prince and princess is above all such norms. So you have Rahul Gandhi partying when nation was burning in Mumbai and Mandar Mahajan demanding ticket as his birthright. I wonder if he thinks his mom has done so much good for Indore and if he is so desirous of serving people then why does not he contest election as an independent.

During election this Bhajan Singer from nationalist party did not leave a stone unturned to soil reputation of army in Mhow blaming it for underdevelopment of region. Talking about 500 crore plans is not enough one has to fix finances also. He wants to build a stadium in Mhow, in last 5 yrs BJP government did not build a single stadium in whole state. Being a cantonment large scale commercial development will be inimical to national security but if this bhajan singer would have cared for it would not have picked up a stake in hotel financed with underworld money.

Our concept of democracy has gone horribly wrong. MLAs are supposed to be legislative branch and their job to make laws and keeping an oversight on public officials who will be executive branch. Take for example USA where President chooses his team with best available talent (executive) and congress and senate acts as watchdog but here vidhansabha members are acting more as executives. Giving instructions to officers on development work, on government schemes & transfer trade. As if this was not enough now they have another bribing tool in form of MLA and MP local area development fund.
We saw result of this incompetent people directing development when Crores were wasted on Rajbara and then whole decorative park demolished. Once against city is being forced to pay through noose for BRTS which is bound to be a disaster as it has been planned ignoring local conditions.

Last post before voting

I happened to visit Indore on 22nd and 23rd. It was an interesting journey.

First flight from Bangalore to Indore. there is only one flight by air Deccan and whenever i have used it it was always full I do not understand why other airlines are not following the trend.

One sore point there were more passengers for Nagpur than Indore - while I expected it to be reverse.

One pleasant thing was that even in lobby I could guess who were the people going to Indore and who were going to other places. So that touch is still there

Now Indore has no changed. Some slums have come up even near airport.

Election wise it was Rahul Gandhi's meeting so main roads in western indore were jam and I was held while going for a marriage.

Vivek Agrawala is gone but his ill conceived BRTS is troubling people to no end.It is strange that a project of such monumental importance and of such magnitude was planned by a single man without any oversight and interference and no one questioned him - a poor reflection on out politicians and intellectuals

Another point of disappointment is local media. It is open secret that both major newspapers take money from candidates to do their publicity or write against their opponents. They have failed local public. So no one writes about flop meeting of Rajnath singh in Bhopal or how many inquiries are pending against Ramesh Mandola and Kailash Vijayvargiya or why Sanjay Shukla is called Bahubali.

well my predictions are

Indore 1 - congress ( vaise i dislike both candidates but Sudarshan Gupta gives an eerie feeling by his appearacne only -villain from old Hindi movies)

Indore 2 - Ramesh Mandola - will reap fruits of work done by Kailash vijayvargiya and is also using money

Indore 3- BJP, due to addition of 8 wards

Indore 4 - BJP , sympathy, good image of late Lakshman singh gaud though his family members have harassed public

Indore 5 - dicey but BJP has an upper hand

Mhow - most interestign but moeny oculd tilt balance in favor of BJP

Sanweer - Tulasi silwat is in storng position

Rau - Congress has upper edge

Depalpur - BJP

One very disquieting thing was no local NGO questioning leaders about past promises, deeds or misdeeds. Just a customary press conference in press club. No sharp writing by academicians in so called education hub of city to expose various false claims being made by political parties.

Civil society of Indore does not evoke nay confidence and if this is any indication of things to come we are doomed to be ruled by bhajan singers & pani wale babas

MANIT bhopal :root of trouble

His name is uttered in a bit of hush-hush manner, but it features far too often when any negative development hits the only NIT in State – the Maulana Azad National Institute of Technology. The once premier institute remains in news only for wrong reasons these days and it looks like this man – Sanjeev Saxena – is behind most of the problems ailing the NIT.

Saxena was a former student and is actually a present student too as he is apparently registered for Ph D with the institute. He turned a builder and somehow managed to grab all the construction tenders in the institute. He also managed to call the shots and got people of his choice recruited and promoted though the institute is directly governed by Union Ministry of HRD.

He allegedly used lure and blackmail to get the authorities to do as per his wishes and any one who did not fall in line was somehow taken out of the scene.

The bevy of irregularities that came to light in MN Buch Committee report point direct and indirect fingers at Saxena and persons of his proximity. As to why the MHRD is not taking any action despite different enquiries and indications remains a big mystery.

The suicide of a student on Saturday again brought to fore the immense negative influence that Saxena wields over the institute. Students cried hoarse that it was the pressure of Saxena that led the institute administration to harass the students so that they could be controlled.

They flashed voter ID cards that were apparently got made by Saxena for each student, eligible or not, so that he could garner some additional votes in the assembly elections that he is contesting in Bhopal. The students also named in for various other irregularities.

But surprisingly, Saxena’s name did not officially feature in their list of demand, nor did the students go ahead and file a police complaint. The fact that Saxena’s wife is training and placement officer of the institute makes a lot of difference to them.

So who is to reign in Saxena? Media does not write about him directly for lack of direct proof. No one dares and goes ahead to name him on record. And despite Buch Committee report naming him in indirect manner, no action is initiated by MHRD.

Can a single man ruin a national level institute for his own personal gains and isn’t there any system that could prevent him from doing it? It still remains a question.

Bahubalis in Indore election

Congress has fielded three bahubalis

Sanjay shukla from indore 1
Ashwin joshi from indore 3
and premchand guddu (earlier he used to contest from sanwer) from Alot in ratlam

interestingly all three of them are likely to win due to poor candidate selection by BJP

Five star health centre at Guna

a letter by a reader in central chronicle. Details about how money is being wasted

State children cry for help
Child deaths are highest in MP. It is not that these babies cannot be saved. Need is of health centres to save their lives. Not hi tech centre like we have in Mumbai, but simple health centre at every village. A basic health centre, which has medicines and some simple facilities, can help prevent deaths to a great extent.

The deaths of these children are not only happening because of lack of the centre. Health Centres are there but they lack facilities, doctors and needed medicines. State of health in Madhya Pradesh is pathetic. Children not only die in homes of villages of central India but in hospitals too.

MP needs to increase facilities at the primary health centres community and district hospitals like other states. They need to have doctors who will run centres and staff that will take care of these. Important thing here is that we have funds for the same. Funds is not the problem, it is the utilisation and use of funds, which is problematic.

State gets huge funds from GoI under National Rural health mission and many international donors like United Nations agencies, Japanese Funds, UK DFID, WHO and World bank. All of the donors try to set up one or two hi tech centres mainly at district level and forget what happens to the rest of children. Glaring example of this a sick care new born unit set up in Guna by UNICEF which helps handful children (maximum about 250 in a year). Fifty lakhs have been spent on the same which can only save 50% of children admitted in it.

Few lucky ones survive others continue to die in Guna district hospital ordinary wards. Hundreds die in nearby districts like Ashok Nagar and Shivpuri. If this investment was distributed in at least three districts and spent on all centres it could have worked better and saved thousands of lives, It is like 5 star hotel which has slums around it. It is our choice to focus on the 5- star hotel or think of children living in villages. To save lives, MP and India needs to put equal investment in all districts to increase facilities in government hospitals and health centres which will help poor of the state.

Missing poll issue :Narmada

i mentioned in my earlier post that traffic situation and low water table are two very crucial issues which none of the party is bothered in this election.

Another key issue is Narmada project. Local media ,naidunia and bhaskar as usual are silent on this. Are not they robbing people of their right to information. no so called development expert from DAVV or other places in indore has tried to write about how Narmada sagar dam has benefited MP. Apart from quantum jump in electricity production no one talks about the people who were displaced and people who lost livelihood. All talk was centered around merchant class families of Harsud who anyways got big compensation thanks to struggle by NBA.

http://www.narmada.org/index.html

this site shows that really huge mobilization of people are taking place but media in Indore and bhopal simply ignores this

Tukojirao Pawar, Phoolchand Verma & MY hospital

It is strange that election time when government work is supposed to stop some departments are finding it best time to do their work free from political interference. Kudos to elction commission for that.

I have talked about warrants earlier. In all from congress ashwin joshi, jeetu patwari & thier city chief promod tandon were 'absconders'. From BJP side record was better and only ramesh mandola was the culprit.

But this speaks a lot about complicity of both parties in protecting leaders of other parties when in power in return for a deal. Contrast this with past when leaders will themselves ensure that all cases pending against them were cleared before they contested elections but now we have developed a dangerous theory of innocent till guilty so you have a central minister absconding and PM having no clue of his whereabouts and MPs like shahbudding serving their full term from jail. Even for job of a peon one needs to be scot free but people who decide laws can do anything they want !!!

So traffic department of Indore police took benefit of election regulations and merrily made some money as no leader can call them now and ask to release his/her cronies.

In fact water scarcity and traffic management are two biggest problems in urban areas today and thye hardly find any mention in election hungama. This year western MP has less than usual rain and from October only tankers have started rolling but this is not an election issue. why?? because the goons whom we elect are simply incompetent to solve this problem and they are anyways merrily making money from huge water tanker bills of various municipal corporations.

Now a word on Shrimant ( this is how he likes to be called .MP government issued a circular last year to make this salutation mandatory in all government orders and correspondences ....) Tukojirao Pawar and Phoolchand verma. Anyone can see from the video that these blokes misbehave with the lady officer and threw paper at her. Kudos to the courageous officer who had earlier also taken action against polluting industries in Nagda. In fact when she was transferred from there for this reason local people protested against this.

But local media continues to disappoint. Their headlines were "officer has been in controversy earlier also". Grow up naidunia and Bhaskar

So these two dudes were taken to MY ICU and poor patients from ICU were shifted to wards immediately. These blokes were kept in ICU with mobiles , with their cronies, BJP state president visited them. ( is this the way ICU functions??? Is Medical council of India listening ) and the moment they got bail they jumped out of bed and were hale and healthy.

disgusting.

This is the level of morale in BJP that these four time and five time MLAs (as they claim) are so afraid of their own police that they feign illness when chance comes to go to Jail.

These are the people BJP wants to thrust on us

All the best my state people

Assembly election candidate in Indore

From my Hindi blog.
Obviously typing in hindi is not that easy and people who made transliteration tools are not that proficient in Hindi (:-)) and we product of our cramming based education system are not that skilled in phonetics so mistakes are bound to creep in .

How to defeat the system

Election commission directive on candidates declaring their assets and criminal cases pending against them was result of a PIL filed by some IIM Ahmedabad Professors. One of them is teaching us now a days and I asked him that what if government of day decides to take back the cases which have been filed against its own party men. This will defeat the reform and my hunch comes true today when government in MP took back cases against its notoriously corrupt minister Anoop Mishra

In a pre-poll relief, the Madhya Pradesh Government has withdrawn criminal cases against Water Resources Minister Anoop Mishra. Another Bharatiya Janata Party MLA from Gird Vijendra Tiwari has been acquitted in one criminal case, while other case is still pending against him with the court.

It may be recalled that an illegal construction in Sarafa was being dismantled on the orders of the court nearly four years ago. The anti-encroachment squad led by the then MCG Commissioner, Nikunj Shrivastava reached at the Laddowala complex and started razing the illegal construction.

As the information about the demolition reached to Water Resources Minister Anoop Mishra, he visited the spot and obstructed the action of the municipal officials. The Municipal Corporation Commissioner got a criminal case registered against Mishra with Kotwali police. Warrant was also issued against the Minister for his arrest.

The Kotwali police has preserved the copy of the order with it. A special branch of the police is keeping an account of crimes of the candidates contesting election in the Assembly. Records of all the political leaders are being updated and has been sent to Bhopal. Station in-charge of Kotwali PK Sarswat said that a case was registered against Anoop Mishra. We have received a letter from the Government of withdrawing the case against Mishra just five days before the issuance of arrest warrant. So, in this case, the question of implementing the warrant does not arise, said the officer averred.

Himmat Kothari joins list of accused ministers

Congress on gun purchase

Staff Reporter | Bhopal

Madhya Pradesh Congress Committee has levelled serious allegations of kickbacks against Home Minister Himmat Kothari in the purchase of 3,000 imported guns, here on Wednesday.

PCC spokesman KK Mishra alleged that Kothari, the then Forest Minister received kickbacks in the purchase of imported guns worth Rs 5.75 crore for preventing hunting in sanctuaries and forest areas by the forest department.

He said that the guns were purchased for those forest employees who do not know how to use them and they are untrained. They don't even have the rights and authority to fire at the criminals or poachers.

He said that the responsible Minister and Chief Conservator of Forest Anil Oberai have deliberately flouted all the rules and regulations to purchase the 12 bore pump action guns from the Stoeger Company of Turkey under a conspiracy to get personal benefits.

They did not even take No Objection Certificate (NoC) from the Indian Ordnance Factory before purchasing the guns.

He said if the forest department would have purchased the economical action guns from the Indian ordnance factory then the officials would have saved half of the money spent on the purchase.

He put forward the entire documentary proof related to the purchase and said that the purchase committee of the forest department doesn’t even included any technical expert nor took the opinion of experts before purchasing the guns.

He said that due to this the department could not know that as to how much capacity guns are required, the result of which is that the department purchased guns which have excessive shooting range than the required.

He said the department has lost crores of rupees due to this unlawful deal.

10 Janpath of Madhya Pradesh BJP: Shriman Anil Dave

What the Congress and other opposition parties could not do has been done by a minister in Madhya Pradesh --- to make chief minister Shivraj Singh Chauhan and his RSS mentor Anil Madhav Dave aware of their criminal intent in trying to rob the poor of their land fraudulently.

Minister of food and civil supplies Akhand Pratap Singh has already fallen from grace of the Sangh Parivar, first by ordering raids on PDS shops run by Parivar members or supporters on receiving complaints of malpractices, and then by attending an iftar party at Chhatarpur in defiance of the call of the Parivar-related organisations to stay away from the party. The Parivar rag-tags were not mollified by Singh's explanation that he was also in charge of the minorities' welfare department and thus could not turn down the invitation. (The Congress has, meanwhile, made a complaint to the Lokayukta levelling corruption charges against Singh himself).

Singh vehemently opposed at a cabinet meeting the proposal to allot 13.766 hectares of land in the chief minister's Budhni Assembly constituency by overruling the objections of the revenue and finance departments to Narmada Samagra Trust floated by Anil Madhav Dave. The land near Uma Bharati's favourite Bandrabhan Ashram is the pastureland belonging to the poor people of Ramnagar village on the bank of river Narmada. Under the rules, this land could not be converted into the land for construction of houses. Dave's Trust was to be allotted the land at throwaway prices.

The chief minister's criminal intent became clear in giving the khasra number of some other land in the newspaper advertisements inviting objections. Narmada Samagra Trust is Dave's latest venture. It was registered with the Registrar of Public Trusts only this year, its movable property amounting to only Rs 11,000 and no immovable property. Anil Madhav Dave, as secretary, is the only person authorised in the Trust deed to enter into legal proceedings. The required application fee was not deposited while applying for allotment of land to the Trust.

Dave is a shining star on the corrupt horizon of the BJP government in Madhya Pradesh, enjoying more powers and State-sponsored facilities than any cabinet minister without holding any position of responsibility in the government. He, though, has been made a vice-president of the State unit of the BJP. His clout can be gauged from the fact that he was declared defaulter by a nationalised bank for not repaying the loan but he continued to guide the government as if nothing had happened.

The ruckus created by Akhand Pratap Singh divided the cabinet. Ministers like Babulal Gaur (commercial taxes) and Jayant Malaiya (industries and commerce) felt that since the land was in the chief minister's own Assembly constituency, the law and the rules should be adhered to strictly.

However, others like Kailash Vijayvargiya (PWD), Gauri Shankar Shejwar (energy) and Anup Mishra (water resources), who have not lost the hope of one day becoming the chief minister and this, they know, would not be possible without the backing of the RSS, tried to shout down Singh and pleaded for allotment of the land to Dave.

Akhand Pratap Singh walked out of the cabinet meeting.

Chauhan lost nerve, which he usually does when somebody challenges him face to face. He would probably have scrapped the proposal altogether but for the prompting by other ministers who wanted to show their loyalty to the RSS. Still, the cabinet reduced the area of the land from 13.766 hectares to four hectares for allotment to Dave's Trust and decided that the allotment would not be made immediately but this chunk of land would be "reserved" for allotment to the Trust at a later date.

The Assembly elections are due next month and this could be a weapon in the hands of the opposition to hurt the BJP interests. Two days later, Dave wrote to the chief minister asking him not to consider his application for allotment of the land. He was quick to send the copies of his letter to the media for proper publicity. He did not remember the media when he had formed his dubious Narmada Samagra Trust or when he had applied for allotment of land to the Trust, nor had he publicised what exactly the Trust was supposed to achieve.

Akhand Pratap Singh followed up Dave's letter (to the chief minister) with his own missive to the chief secretary urging him to ensure that the cabinet, at its next meeting, decided to cancel the allotment of land to Dave's Trust because the matter would remain pending in favour of Dave till the cabinet reversed the decision.

It is only because of the intervention by one from inside the cabinet that the land allotment to Dave's Trust is likely to be cancelled. Already, the BJP government has made as many as 67 allotments of land at nominal rates to various organisations created, managed or controlled by the persons belonging to the Sangh Parivar. PCC spokesman K.K.Mishra has petitioned the Lokayukta pointing out the violation of rules in making these allotments.

Somethings never change

like land Mafia in Indore.

I just cam across this old article in India today. The only collector of Indore who took head on with Land Mafia was Manoj Shrivastav and since last five years he has been shunted as publicity head of Madhya Pradesh government publication.

IDA president during congress time i.e. Kripashankar Shukla and Mahesj Joshi both contested elections an became congress president also.Similar story is being repeated with Madhu Verma of BJP.
Interestingly actors have changed now. Those who used to accuse others of land grabbing (like state IT minister) are now accused to have made crores in such deals themselves.

It seems national leadership of BJP is tolerating all this stuff just for sake of some funds or loksabha election!!! Anyways it is a pathetic state to be

Dubious Deals

Two land-related murders prove that Indore is fast gaining the gangland image of Mumbai.

By Bharat Desai

The people of Indore love to call their city 'Mini Mumbai' because of its enterprising spirit and bustling nature. But the comparison is proving true in more ways than one. The business transacted in the city may not match the volumes of the western metropolis, but Indore is certainly acquiring the gangland image of its more illustrious cousin, as the recent murders of two municipal corporators have proved. These land-related murders, within a span of one week, came on the heels of a much-publicised public-interest petition in the high court which had exposed the disconcertingly long reach of the city's land mafia, comprising politicians, bureaucrats and construction barons.

It is fair knowledge in the city that every conceivable rule relating to building activity has been violated by the powerful clique of politicians and builders and the connections reach up to the top in the state administration. But it was BJP corporator Rajesh Joshi's murder -- his neck was slit by miscreants on August 13 -- which forced the city to sit up and take note of the dangers involved in opposing an increasingly powerful and belligerent mafia.

Joshi, it is widely believed, had paid with his life for opposing encroachments on government land by builders in Indore. Before the city could recover from the bandhs and protests that followed the murder, Ishaq, a corporator of Sanwer Municipality adjoining the city, was killed, again over a land-related dispute. "The mafia is in a position to eliminate anybody who comes in its way. It's a Mumbai-like situation," says Manohar Dalal, a lawyer who is facing threats to his life for having filed a series of petitions before the Indore Bench of the Madhya Pradesh High Court against illegal construction and encroachments. It was in response to Dalal's petitions that the district administration, the Indore Municipal Corporation (IMC) and Indore Development Authority (IDA) were forced last week to draw up lists of illegally-constructed buildings and encroachments on government land. The two bodies admitted to the court that there were nearly 400 illegal multi-storeyed buildings in the city -- all constructed in the '90s -- apart from about 295 unsanctioned colonies. Contrary to the popular belief that shanty-dwellers were involved in most of the encroachments, it turned out that the culprits were actually members of the city's upper-middle class. The list of colony builders and owners of high-rise buildings on encroached land reads like a virtual Who's Who of Indore politics, including both BJP and Congress leaders.

There can only be conjecture about the amount of money involved in the racket. Says IDA Director Kewal Yadav, one of the few bureaucrats believed to have resisted mafia intimIDAtion: "I have been offered Rs 2 crore to absent myself from IDA meetings. You can imagine what people who support the proposals must be making." The IDA and the IMC are reported to be under the control of Mahesh Joshi, Chief Minister Digvijay Singh's right-hand man. Mahesh faces allegations of abetting the mafia's operations. And he is not the only one. Topping the list of violators submitted to the court by the two civic bodies is Digvijay's relative, Surendra Singh Garha, who has illegally constructed a high-rise on government land.

With such powerful politicians allegedly backing the builders, the clout of the mafia is undisputed. The IDA has cancelled several of its own schemes, presumably under pressure from the builders, and shopping arcades are now coming up on land reserved for parking space and road broadening. "Earlier, the schemes were dropped by the IDA board; now instructions for cancelling construction plans come from the environment minister and the chief minister, who have passed orders saying that the consent of the board is not required for changing building plans," says a senior IDA official.

The story is the same in the IMC too. Its list of illegally-constructed buildings includes a six-storeyed structure being built by a powerful clique of builders, allegedly on the basis of a fake blueprint. Dalal estimates that nearly 40 IDA schemes involving 200 acres of prime land have been shelved and the land released for private construction during the current regime. "The building mafia in Indore is earning about Rs 500 crore every year and a sizeable portion goes into the hands of politicians in Bhopal," he says.

Kailash Vijayvargiya, BJP MLA, talks candidly about the role played by politicians in the matter. He admits that legislators of his party have made a fortune from building activity but claims that the entire operation is masterminded by Congress leaders. On his part, Kripa Shanker Shukla, the Indore district Congress president, blames the media barons of the city for encouraging the land mafia. He says that the owners of several important publications are either builders and colonisers themselves or have close links with the land sharks. "If we squeal, the media goes on the offensive against us," he says. Ironically, Shukla himself has been accused by the BJP of patronising the mafia, a charge which he firmly denies. Colony builder Hemant Agarwal concurs: "If a builder owns a newspaper, he has a definite edge over rivals and the administration." Not surprisingly, Agarwal himself plans to launch a newspaper soon.

However, officials say it's not just the land racket that has encouraged the mafia in the town. There are more sinister forces at work. Drug-runners, for instance. Besides its bustling wholesale market and its strategic location between the two important industrial townships of Pithampur and Dewas, Indore is also located close to Mandsaur and Ratlam, which produce 60 per cent of the opium grown in the country. So the city has become an important transit point for illegal opium and its derivatives because the Malwa region borders Rajasthan, Maharashtra and Gujarat. Moreover, as recent seizures have shown, the booming pharmaceutical industry in and around the city could also be producing banned drugs like mandrax in large quantities. The arrest of businessman Prem Sisodiya last year for a mandrax shipment worth several crores of rupees also exposed the widespread links of the mafia. Just days before Sisodiya's arrest, the chief minister attended a religious function at his house.

There is, therefore, a strong possibility of an existing nexus between drug money, land acquisition and illegal construction. The region's links with the Mumbai underworld were exposed by the Gujarat Police last year when it unearthed a large cache of arms from Mahidpur town. The seizure, which included two dozen AK-47 rifles, was believed to be part of the consignment sent by the Dawood Ibrahim gang which landed on the Konkan coast along with rdx explosives which were used in the Bombay blasts in 1993. Significantly, the city police got to know about the recovery of arms only after the Gujarat police team finished its investigation. Subsequent interrogation has led to the disclosure of a well-knit mafia in Malwa which is engaged not only in smuggling drugs from mandsaur but also across the border into Gujarat.

After the authorities brought down a five-storeyed illegal structure with dynamite last year, there was hope that the power of the rogue builders would be curbed. But since then, the district and civic officials have shown a distinct reluctance to go after the mafia. On top of that, the state government has reserved all powers related to land use to itself.

That the mafia has invested money in land is evident from the fact that the price of land in neemuch town, which is the hub of the opium belt, equals that of Indore -- around Rs 1,000 per sq ft in residential areas. Indore's people, unable to find succour from the rapaciousness of the builders, are rapidly growing more dejected. And there can be no better example of the effect the Government's apathy has had on them than the changing attitude of die hard anti-mafia campaigners like Manohar Dalal and Kewal Yadav: both are gradually losing heart and even contemplating giving up the battle.

Qualification for becoming Indore Congress President : Permanent warrant

I mentioned in my earlier post (http://indoreheartofindia.blogspot.com/2008/10/permanent-warrant-son-of-kripashankar.html) that son of kripashankar shukla is an absconder and today he was caught by police.

More interestingly Current president of congress Mr Pramod Tandon is also an absconder but no one in city appeared to know this before. He was roaming freely and meeting all and sundry including national level leaders coming to Indore but police never cared to bother which arouses a suspicion about tacit understanding between local BJP & Congress leaders. Let us see if the i festival of democracy gets some more criminals in jail

Whose agents are Naidunia and Bhaskar

Both local newspapers are known to be in complicity with political and wested interests and often this results in complete blackout of news by them e.g. this news

Som Distilleries CMD to be produced in court on Oct 31

Pioneer News Service | Mhow

Som Distilleries CMD Ajay Arora was produced in the court of Mhow's Judicial Magistrate First Class Niranjan Panchaal on Tuesday. Arora requested the court for medical aid, as he was a heart patient. The court accepted his plea and sent him for treatment to Dr Ambedkar Government hospital Mhow from where he was shifted to MY hospital Indore. He would be produced in the court again on October 31.

Arora was arrested in Bhopal on October 27 by a team of Mhow police lead by SDOP Mhow Dhananjay Shah TI Manpur Jayant Tamre. He has been charged in a case of fixing duplicate holograms on wine bottles. A case under IPC 420, 467 and 468 has been registered against him in Manpur police Station of Mhow.

I had mentioned this case in one of my earlier posts
http://indoreheartofindia.blogspot.com/2008/06/some-intresting-news-about-mp-2.html

It seems after model code of conduct has come into force and partisan SPs replaced Police is trying to do what it can do in this small window of independence.

What a sad situation

Last Maharaja of Indore

I read somewhere "if you read history you lose one eye,if you ignore it you lose both"

In India right from top to bottom history is suppressed and distorted to give its color suiting the agenda of party in power.
Histoy about Holkar dynasty in Indore is also same.

All local media and intellectuals always keep on singing praise of them and describe in detail their various rituals and hobbies.

I always wondered if there was a madhavrao sindhia where was our crown prince holkar till one day I encountered in TOI Sunday life (page 3 basically) Indore prince Richard Holkar photo. So he was a christian. That means Indore maharajah had a christian wife but unlike many other Indian rulers who indianised their foreign wives here the king got his son westernized.

Later in a book of Khushwant Singh I read how Sardar patel rebuked Indore maharajah once and then he just ran away in his car

Next came B K Nehru who was given task of recovering state jewelery from absconding maharajah in USA

Next was VP Menon who in his book "integration of states" described how truant Indore Prince played and how blisfully unaware his subjects were when they were demanding higher privy purse for their beloved Maharajah.

I have not intention of discrediting good works done by Holkars for Indore in educational, social and infrastructure area but things should always be told in their entirety and our Indian society lacks this habit of self criticism.

Now below is something more explosive. Correspondence of Jinnah which indicate that Indore could actually become a province of Pakistan by some quirk of fate.

Permanent warrant : Son of Kripashankar Shukla

Election reforms have meant aam junta gets to see things which it can not in normal times.
SO Indore Police on thier website has put a list of permanent absconders.

It is instructive to note that against popular misconceptions that most of criminals are scheduled caste or Muslims this list has proportionate representation from all castes.

http://www.indorepolice.org ( this site has the complete list)

So much for Rahul Gandhi's proclamations of probity in public life!!!

In fact let us wait for nomination of BJP and congress candidates I hope their affidavits will be more spicy.
We are doomed to be ruled by criminals

Malegaon and Modasa blast : Indore link

Well now it is everywhere in news. Some points to ponder

1. After every blast accused is caught media jumps to ask people not to bran them as Muslim terrorists now where are they?

2. Sociological factors mean that people from western MP/Gujarat can nver indulge in violence. They never rose against Britishers or Muslims like other parts of India. Tribal or framers of this area never lead any violent agitation like other parts of India and even upper caste atrocities are more subtle here and not like UP/Bihar or AP/TN

3. Sadhvi and her followers must have been foolish to not destroy chassis number of the vehicle or use their own vehicle for blast !!!

4. Sadhvi says the she sold the vehicle four years back

5. Politicians of Indore are spineless. They will not stay behind while en cashing Hindu votes but this time when ATS operates without taking local police in loop not a single murmur.

Well even if it is true in a sense it is because disillusionment of Hindus with system and government.

Ratlam among most polluted places in world

An election issue in Madhya Pradesh ??

http://www.worstpolluted.org/projects/display/142

Just came across this item. It mentions two sites in MP one obviously bhopal and other this groundwater problem in ratlam.

This issue seems to be out of radar for local media.
Oldness of issue can be gauged from fact that Dr Pandey(MP) of Mandsaor was raising this issue as back as 1991. ( He was not MP from Ratlam town which was part of Jhabua - so interests of ratlam town were ignored. A mockery of democracy)

Another link relates how the case proceeded and how insensitivity of local administration was at the root of problem.

http://parliamentofindia.nic.in/ls/lsdeb/ls10/ses2/2020119103.htm

http://www.indiaenvironmentportal.org.in/node/12065

Now a word about industries.

Sajjan chemical is running and just shut ratlam plant. were they asked for compensation ? NO info. Corrupt officials at MP PCB should be made to drink water which is colored and polluted.

The other firm i.e. Jayant Vitamins is mentioned as a "fraud firm" here and if I am not wrong this was the firm which made famous temple at Ratlam.(JAVIAL)

http://www.indiaforensic.com/fraud_companies.htm

Apparently they did some corporate fraud also apart from polluting local places

MP pollution control board does give it a green certificate

http://envfor.nic.in/cpcb/17cat/mpcat.htm

The other two IPCA and alcohol plant are merrily running and it seems have either taken corrective measures or transferred all blame to already closed industries.

even this book by some PHd scholar confirms this

Right to Information & IMC

Indore Municipal corporation

Well it is laways difficult to ensure accountability in a representative democracy. With 50% seats reserved for women and 22.5 for SC/ST it becomes more difficult in local bodies and almost none of the current councilors will be there next time but I guess now Indore has a critical mass of colleges and their faculty and various retired government servants living in all parts of city and we can effectively use RTI to make thngs change.

Some pointers.

1. List of all safai workers in each ward and their past attendance record.
2. Name of the contractor, amount paid and frequency of repair for any particular road in last 10 years - All people can demand such information for their local area road and then pressurize the contractor.
3. New recruitment in IMC in last 10 years. A very convenient method in IMC is first to put people on temporary jobs or dialy wages. These are pure nomination and alter make these people permanent. No advertisement ,no exam and obviously politicians and labor leader benefit. I have not seen a single recruitment advertisement of IMC since long.
4.Our Mayor is too fond of going abroad.Details of expenditure on all such trips.
5.Revenue earned in property tax and other taxes from every ward and expenditure done on road or other amenities. My hunch feeling is that western part of city is being taken for a ride and almost all bond roads and other investments are going to so called "New Indore"
6.Schools under IMC administration, number of students, teachers and details about teachers at same place since more than 5 years. There are many schools in indore which have teacher student raito of 1:5 or even less. Reason being that all Indorains want to work in Indore also and most of children even poor ones go to private schools now. So it would be interesting to find where are all surplus teachers.

7. Most importantly lease agreements. A list of all properties given on lease by IMC, lessor, rent and duration. I guess this will open a big can of worms

Kings of fools :Bajrang dal in Indore

I saw this picture a few days back in naidunia and today it appeared in Outlook online addition. Some points :

1. Do these media house dare to publish similar photos of terrorist with a background of Koran and two swords or Kaba? then why Hindu symbols?
Because they can't even go near Muslim demonstrations leave alone taking a photograph.

2. First of all the local journalist who did this mischief should be thrashed.

Secondly you can see in picture what kind of "strongmen" they are. This is the problem of Bajrang Dal.They want to protect Hindus with these weaklings.
This photo gives them bad publicity as well exposes their weak strength.
How could local leaders (????) allow such photo to be taken.

A wise man said it is better to have clever enemy than foolish friends.
Hindu society has self proclaimed friends in "Bajrang Dal"

sigh sigh sigh

Hunger capital of India : madhya pradesh

I put a post on Khalwa also earlier.
It is strange that neither Naidunia nor Dainik Bhaskar have put any insightful rpeorts on issue. They just visited places and reported. There is something beyond these - analysis and investigative journalism but either they are not capable or they have been paid adequately.

A third more important reason could be no one gives a damn to poor tribal children.
CM was crisscrossing state but steered clear of the area. Health or women development minister also did not bother to go there. Only Vijayvargiya went and that too because he is district in charge of Khandwa.

Opposition, intellectuals or tribal leaders are mum.
No one is trying to find out that how vegetarian diet devoid of fish and meat ( MP is not on sea shore) harms poor disproportionately.
How MP never excels in sports
What is nutrition status in various tribal schools in districts.
How are STs from MP doing on national level exams and recruitment.
Why there is no prominent person from ST is arts, education, industry and other fields.

RSS will do better to look into these things than just holding Hindu sammelans once a few year

" Madhya Pradesh becomes republic of hunger
Rubina Khan Shapoo
Thursday, October 16, 2008, (Khandwa)
On world food day, worry high food and fuel prices will lead to nearly one billion malnourished people across the world.

And in India, one of the main problems is the sheer number of underweight children. It is the highest in the world though India has the largest child development programme.

The Madhya Pradesh government claims it has managed to drastically cut down malnutrition rates in the state through its Bal Sanjivani campaign, but over the last four months, 361 severely malnourished children have reportedly died.

In fact, pressure on Anganwadi workers have been so much that they have stopped registering malnourished children and many have even perished without a trace.

Rajaram has spent two weeks at the government-run nutritional rehabilitation center in Khandwa, but bafflingly, he doesn't exist in the local Anganwadi records in his village.

The much hyped Bal Sanjivani campaign was launched to identify malnourished children and monitor their growth. Instead, Anganwadi workers stopped registering severely malnourished children to meet targets.

At Karwani village, where seven malnutrition deaths have been reported recently, the daily attendance register at the Anganwadi shows 100 per cent attendance of children below five, including two and a half year old Ramraj, who died of severe malnutrition on July 30. In fact, he ate a hot meal at the Anganwadi for a week even after his death.

There is no record of two-year-old Aarti, who also died of malnutrition.
So it isn't hard to understand how the Bal Sanjivani programme has come up with glowing results, even though the situation is so grim on the ground.
In its report published in May 2008, severe malnutrition in the state has come down sharply from 5.5 per cent to 0.56 per cent, a drastic contrast to the 2007 National Family Health Survey, which reported more than double (12.6 per cent) are severely malnourished in Madhya Pradesh, the highest in the country.

"Malnutrition was not the reason. They died because of viral fever," said Kailash Vijayvargiye, spokesperson, Madhya Pradesh.

In its bid to spruce up its image quickly, the MP government's plan misfired. Setting targets to improve the health status of children below five has only resulted in more pressure on Anganwadi workers who have chosen to deny those who need them the most."

What is wrong with Indore

Every few months one or other magazine/think tank comes up with a survey of best cities to live in and work in India and Indore always scores poor on almost all counts

http://www.rediff.com/money/2007/nov/26city1.htm

So Indore is not a city preferred by millionairs. It is bhopal or Pune or Mumbai (For local rich)

Obviously not best place to invest. No connectivity. No industry and so called Detroit of India i.e. pithampur sharing fate of actual Detroit.

Government has not been able to attract IT industry despite cheap manpower and good climate solely due to its misplaced priority and incompetent officers.

Worse the industries which are operating are so inefficient that instead of having a centralized AC they do something like this
